HomeMy WebLinkAbout2008-04-22 - AGENDA REPORTS - RUBBERIZED ASPHALT GRANT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Curtis Nay April 22, 2008 RESOLUTION AUTHORIZING RECURRING APPLICATION OF RUBBERIZED ASPHALT CONCRETE CHIP SEAL GRANT PROGRAM BEGINNING FISCAL YEAR 2007-08 Public Works RECOMMENDED ACTION 1. City Council adopt a resolution authorizing the City's Rubberized Asphalt Concrete Chip Seal Grant application each year, for the next five years, as part of the Annual Overlay and Slurry Seal Program. 2. Direct staff to submit the completed grant application to the California Integrated Waste Management Board. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The State of California is currently accepting applications to fund a portion of the construction of capital projects that promote reducing disposal of tire waste going into landfills. This would also help eliminate the stockpiling of waste tires. The Rubberized Asphalt Concrete Chip Seal Grant Program is administered through the California Integrated Waste Management Board. Cities will compete for approximately $2,500,000 to fund portions of projects up to $150,000 maximum per project. This year's proposed project would resurface (chip seal) numerous streets through the City's Annual Overlay and Slurry Seal Program. This project seeks grant funds for Fiscal Year 2007-08, and will seek grants for projects for a 5 -year period. There is no local match required for this Adopled,: eesp. 09-3-)- grant. The grant is a reimbursement of $0.20 per square yard, up to 750,000 square yards per project. The grant funds would be paid to the City as a reimbursement, and the savings would be passed on to the following year's project. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact from submitting the recommended grant application. In the event that the City is successfully awarded the Rubberized Asphalt Concrete Chip Seal Grant, the amount would be added to the current project in which the City would realize a savings.and pass the additional savings on to the next year's project. Funding for the Annual Overlay and Slurry Seal Program has been approved by the City Council. ATTACHMENTS Resolution RESOLUTION NO. 08- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE APPLICATION FOR A RUBBERIZED ASPHALT CONCRETE CHIP SEAL GRANT PROGRAM WHEREAS, Public Resources Code Sections 40000 et seq. authorizes the California Integrated Waste Management Board (CIWMB) to administer various grant programs in furtherance of the State of California's (State) efforts to reduce, recycle, and reuse solid waste generated in the State, thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority, the CIWMB is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, grant application procedures require an applicant's governing body to authorize by resolution its approval for submittal of the grant application(s) identified below, and the designation by job title of the individual authorized to execute all grant documents on behalf of the City of Santa Clarita; and WHEREAS, if awarded, the City of Santa Clarita will enter into a Grant Agreement with the CIWMB for implementation of said grant. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Authorizes the submittal of an application to the CIWMB for any or all available CIWMB grants for the period of five years from the date of adoption of this resolution and, that the Director of Public Works of the City of Santa Clarita or designee is hereby authorized and empowered to execute in the name of the City of Santa Clarita all necessary grant -related documents, including, but not limited to, applications, contracts, agreements, amendments, and payment requests for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application(s). SECTION 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this 22nd day of April 2008.
