SUBJECT: RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM FOR
FISCAL YEAR 2007-08
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council adopt a resolution authorizing the City's Rubberized Asphalt Concrete Grant
application each year, for the next five years, as part of the Annual Overlay and Slurry Seal
Program.
2. Direct staff to submit the completed grant application to the California Integrated Waste
Management Board.
Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The State of California is currently accepting applications to fund a portion of the construction of
capital projects that promote reducing the tire waste going into landfills for disposal and
eliminating the stockpiling of waste tires. The Rubberized Asphalt Concrete Grant Program is
administered through the California Integrated Waste Management Board. Cities will compete
for approximately $3,020,583 to fund portions of projects up to a $250,000 maximum amount
per project.
This year's proposed project would resurface numerous streets through the City's Annual Overlay
and Slurry Seal Program. This project seeks grant funds for Fiscal Year 2007-08, and will seek
grants for projects for the next five years. There is no local match required for this grant. The
grant is a reimbursement of $5.00 per ton of rubberized asphalt, up to 50,000 tons per project.
The grant funds would be paid to the City as a reimbursement, and the savings would be passed

on to the following year's project. The City applied for and received the same grant for the Fiscal
Year 2006-07 grant period. The Fiscal Year 2006-07 grant will be applied to the City's Fiscal
Year 2006-07 Annual Overlay and Slurry Seal Program.

Other action as determined by the City Council.
FISCAL IMPACT
There is no immediate fiscal impact from submitting the recommended grant application. In the
event that the City is successfully awarded the Rubberized Asphalt Concrete Grant, the amount
would be added to the current project in which the City would realize a savings and pass the
additional savings on to the next year's project. Funding for the Annual Overlay and Slurry Seal
Program has been approved by the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, AUTHORIZING THE APPLICATION
FOR A RUBBERIZED ASPHALT CONCRETE
GRANT PROGRAM
WHEREAS, Public Resources Code Sections 42800 et seq. established the waste tire
program for the State of California and assigns responsibility for its implementation to the
California Integrated Waste Management Board (CIWMB);
WHEREAS, the CIWMB is authorized to award grants -under the waste tire program as
identified in its Five -Year Plan for the Waste Tire Recycling Management Program;
WHEREAS, procedures established by the State of California and the CIWMB require
each jurisdiction/applicant to certify by resolution the approval of the jurisdiction/applicant's
governing body for submittal of a grant application before submission of said application to the
CIWMB; and
WHEREAS, if awarded a grant, the City of Santa Clarita will enter into a Grant
Agreement with the CIWMB for implementation of a tire -related grant.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa
Clarita does hereby resolve as follows:
SECTION 1. Authorizes the submittal of an application to the CIWMB for any or all
available CIWMB tire -related grants for the period of five years from the date of adoption of this
resolution and, that the Director of Public Works of the City of Santa Clarita or designee is
hereby authorized- and empowered to execute in the name of the City of Santa Clarita all
necessary. grant -related documents, including, but not limited to, applications, contracts,
agreements, amendments, and payment requests for the purposes of securing grant funds and to
implement and carry out the purposes specified in the grant application(s).
SECTION 2. The City Clerk shall certify to the adoption of -this Resolution.
