SAFE ROUTES TO SCHOOL INFRASTRUCTURE, PROJECT
T0026 - AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications and award the construction contract for the
Safe Routes to School Infrastructure, Project T0026, to R.C. Becker & Son, Inc., in the
amount of $504,082, plus a contingency in the amount of $90,735, for a total not to exceed
$594,817. J
2. Appropriate federal grant funds in the amount of $496,382 to Account T0026229-5161.001;
authorize the transfer of Transportation Development Act Article 8 funds in the amount of
$180,000 from Project Account B0004233-5161.001 to Project Account
T0026233-5161.001.
3. Award various construction support contracts totaling $66,000 for the following:
• Construction engineering support and survey contract to Hall & Foreman, Inc., in the
amount of $50,000
• Quality assurance construction materials and inspection services contract to Fugro West
Inc., in the amount of $10,000
• Labor compliance services contract to Labor Compliance Services, in the amount of
$6,000
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Safe Routes to School Infrastructure project consists of the construction of physical
improvements at crossings near Santa Clarita Elementary School, Newhall Elementary School,
APPROVED
and Cedar Creek Elementary School (Exhibit "A"). The goal of this project is to enhance student
safety by reducing the speed of vehicles near school grounds and increasing the visibility of
school crossings.
Work under this project includes restriping crosswalks, replacing existing signage with
fluorescent yellow -green signage, installing pedestrian countdown signals, installing speed
display signs, and constructing bulb -outs at selected school crossings. Bulb -outs are traffic
calming measures that narrow the street by widening the sidewalk, thereby reducing traffic
speeds and shortening the crossing distance.
This project is federally funded under the Safe Routes To School program. On July 15, 2008, the
City received authorization from California Department of Transportation to proceed with a call
for bids and construction. -
On October 13, 2008, the City's Purchasing Division received bids for the project (Exhibit "B").
The lowest responsive bid was submitted by R.C. Becker & Son, Inc., in the amount of $504,082.
Staff recommends the project be awarded to R.C. Becker & Son, Inc. R.C. Becker & Son, Inc.,
possesses a state contractor's license and is in good standing with the State Contractor's License
Board.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
During Fiscal Year 2007-08, the project received federal Safe Routes to School grant funds in the
amount of $586,476 to construct the project. The requested appropriation of $496,382 represents
'the remaining unspent balance of those grant funds. Additional funds in the amount of $180,000
are needed to fully construct the project, including administrative costs, and are available for
transfer from Account B0004233-5161.001.
