SUBJECT: SAFE ROUTES TO SCHOOL INFRASTRUCTURE, PROJECT
NO. T0026 - AWARD DESIGN CONTRACT
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council award the design contract for preparation of the Plans, Specifications, -and
Estimate (PS&E) package for the Safe Routes to School Infrastructure, Project No. T0026, to
Hall & Foreman Inc. in the amount of $90,000.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita has recently been awarded a grant to fund the Safe Routes to School
Infrastructure project. The goal of this project is to increase student safety by reducing the speed
of vehicles near school grounds and increasing the visibility of school crossings. Proposed
improvements include restriping crosswalks, replacing existing signage with fluorescent
yellow -green signage, installing pedestrian countdown signals, installing speed feedback signs,
and constructing bulb -outs at selected school crossings. Bulb -outs are traffic calming measures
that narrow the street by widening the sidewalk, thereby reducing traffic speeds and shortening
the crossing distance.
The proposed improvements will be at streets adjacent to Santa Clarita Elementary School,
Newhall Elementary School, and Cedar Creek Elementary School. City staff met with each
school administrator to discuss the suggested improvements. The administrator from each school
supports the project's effort to enhance student safety.
On December 14, 2007, the Public Works Department received proposals for the preparation of
the PS&E for the Safe Routes to School Infrastructure project from the following:

Based on technical qualifications, methodology for the project, and experience with pedestrian
and traffic engineering projects, staff recommends that Hall & Foreman Inc. be awarded the
design contract for the project.
This project is federally funded under the Safe Routes to School program. The City received
authorization to proceed with the design from the California Department of Transportation
(Caltrans). The Safe Routes to School grant program will reimburse the City 100 percent of the
project design cost.

Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are appropriated to Expenditure Account No. T0026229-5161.001. This project
is 100 percent funded by the Safe Routes to School grant program.
