HomeMy WebLinkAbout2008-01-22 - AGENDA REPORTS - SAN FERNANDO PARKING (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: January 22, 2008 Andrew Yi RESOLUTION FOR OVERNIGHT PARKING RESTRICTIONS ON SAN FERNANDO ROAD, NORTH OF 13TH STREET Public Works RECOMMENDED ACTION City Council adopt a resolution establishing overnight parking restrictions on San Fernando Road, north of 13th Street. BACKGROUND The City frequently receives complaints from area residents regarding vehicles parked for extended periods of time along the eastside of San Fernando Road and north of 13th Street. Many of the vehicles left in the area are for sale by their owners, creating an on -street used car lot. Other vehicles left in the area include large trucks and some that may be abandoned. Establishment of overnight parking restrictions will prevent owners from leaving their cars in the area for extended periods of time, making it difficult to utilize the area for the purposes of offering their cars for sale. The local businesses have been contacted regarding the proposal and agree with the plan to restrict overnight parking in the area. The proposed overnight parking restrictions will be along the easterly side of San Fernando Road from 13th Street to a point 2,000 feet north. There is currently a no -stopping zone in place along the easterly curb of San Fernando Road to the north of this proposed overnight restriction. ALTERNATIVE ACTIONS Other action as determined by the City Council. Ad®ptede 0 k,- /3 FISCAL IMPACT Approval of the recommended overnight parking restriction will require the posting of 14 signs along San Fernando Road, costing approximately $1,000. Adequate funds are available in the Striping and Signing Maintenance Account No. 14504-5111.010. ATTACHMENTS -,Resolution Exhibit "A" - Vicinity Map RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH OVERNIGHT PARKING RESTRICTIONS ON SAN FERNANDO ROAD, NORTH OF 13TH STREET WHEREAS, the presence of stored, abandoned, and for sale vehicles negatively impact the appearance of San Fernando Road north of 13th Street; and WHEREAS, Section 22507 of the California Vehicle Code provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways or portion thereof during certain or all hours of the day. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That a no -parking zone shall apply between the hours of 12:00 a.m. and 4:00 a.m. along the easterly curb of San Fernando Road from 13th Street to a point 2,000 feet north. SECTION 2. That the no -parking zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall install the necessary signs to effect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this _day of 2008.
