TAX -SHARING RESOLUTION FOR SANITATION DISTRICT
ANNEXATIONS 1013, 1015, AND 1021

RECOMMENDED ACTION
City Council adopt the Sanitation District's resolutions approving and accepting the negotiated
exchange of property tax revenues resulting from Sanitation District Annexations 1013, 1015,
and 1021.
BACKGROUND
The Santa Clarita Valley Sanitation District (formerly known as County Sanitation District 26
and 32) provides wastewater treatment services within the District's service area. To provide
wastewater treatment service to property located outside of the District's service area, the
boundary must be expanded through the annexation process. As part of this process, a
tax -sharing resolution to provide the required funding to the Sanitation District is adopted by the
public agency responsible for providing services to the subject property.
Local agencies receiving an apportionment of property tax from the annexing area must
determine the amount of tax revenues to be exchanged between the affected agencies. Each
percentage listed below is the annual tax increment attributable to the land area involved in the
corresponding annexation and will be transferred to the Santa Clarita Valley Sanitation District:
• 1.0073289 for Annexation 1013
• 1.0084287 for Annexation 1015
• 1.0249319 for Annexation 1021

For each of these totals, the City is contributing the following percentage of its revenues from the
annual tax increment for each annexation area:
• 0.001038256 for Annexation 1013
• 0.001038256 for Annexation 1015
• 0.001038097 for Annexation 1021
For Annexations 1013 and 1015 there is also a separate tax -sharing resolution for a Street Light
Maintenance District in these annexation areas. The following is the percentage of the annual tax
increment attributable to the land area involved in the corresponding annexation and the
percentage of revenues from the annual tax increment for each annexation area:
• 1.0073289 and 0.000374225 for Annexation 1013
• 1.0084287 and 0.000374232 for Annexation 1015
These annexations consist of the following:
• Annexation 1013 - 19 existing single-family homes located between Hacienda Lane and
Alderbrook Drive
• Annexation 1015 - 4 existing single-family homes on Wiley Canyon Road, south of Lyons
Avenue
• Annexation 1021 - 147 proposed condominiums off Penlon Road, just south of Soledad
Canyon Road
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
As proposed, the annexation to Santa Clarita Valley Sanitation District (formerly known as
County Sanitation District 26 and 32) should result in no adverse fiscal impact to the City.

APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES
RESULTING FROM ANNEXATION TO SANTA CLARITA VALLEY SANITATION DISTRICT.
"ANNEXATION NO. 1013"
WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the
effective date of any jurisdictional change which will result in a special district providing a new service,
the governing bodies of all local agencies that receive an apportionment of the property tax from the area
must determine the amount of property tax revenues from the annual tax increment to be exchanged
between the affected agencies and approve and accept the negotiated exchange of property tax revenues
by resolution; and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of
the amount of property tax revenues fi•om the annual tax increments to be exchanged as a result of the
annexation to Santa Clarita Valley Sanitation District entitled Annexation No, 1013;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS;
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1013 is approved and
accepted.
2. For each fiscal year commencing on and after July 1, 2007, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.0073289 percent of the annual tax increment attributable to the land area
encompassed within A7171 :atio77 No. 1013 for Tax Rate Area 00218 as shown on the attached Worksheet.
3. For each fiscal year commencing on and after July 1, 2007, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.008438 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 1013 for Tax Rate Area 00219 as shown on the attached Worksheet,
4. No additional transfer of property tax revenues shall be made from any other taxing agencies
to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1013.
5. No transfer of property tax increments from properties within a community redevelopment
project which are legally committed to a Community :Redevelopment Agency shall be made during the
period that such tax increment is legally committed for repayment of the redevelopment project costs.
6. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be
incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be
recalculated and the corrected transfer shall be implemented for the next fiscal year, and any amounts of
property tax received in excess of that which is proper shall be refunded to the appropriate agency.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of Santa Clarita Valley Sanitation District of Los Angeles County, and the
governing bodies of Greater Los Angeles County Vector Control District, City of Santa Clarita, Santa
Clarita Street Lighting Maintenance District No. 2, Castaic Lake Water Agency, and Newhall County
Water District, signatory hereto.

2. For each fiscal year commencing on and after July 1, 2009, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.0084287 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 1015 as shown on the attached Worksheet. '

WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of
the amount of property tax revenues from the annual tax increments to be exchanged as a result of the
annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1021;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to Santa Clanta Valley Sanitation District in the annexation entitled Annexation No. 1021 is approved and
accepted.
2. For each fiscal year commencing on and after July 1, 2007, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.0249319 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 1021 for Tax Rate Area 00328 as shown on the attached Worksheet.

3. For each fiscal year commencing on and after -July 1, 2007, or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.0400445 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 1021 for Tax Rate Area 00337 as shown on the attached Worksheet.
4. No additional transfer of property tax revenues shall be made from any other taxing agencies
to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No, 1021.
5. No transfer of property tax increments from properties within a community redevelopment
project which are legally committed to a Community Redevelopment Agency shall be made during the
period that such tax increment is legally committed for repayment of the redevelopment project costs.
6. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be
incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be

effective date of any jurisdictional change which will result in a special district providing a new service,
the governing bodies of all local agencies that receive an apportionment of the property tax from the area
must determine the amount of property tax revenues from the annual tax increment to be exchanged
between the affected agencies and approve and accept the negotiated exchange of property tax revenues
by resolution; and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of
the amount of property tax revenues from the annual tax increments to be exchanged as a result of the
annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1015;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS;
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No, 1015 is approved and
accepted.

2. For each fiscal year commencing on and after July 1, 2009,-6r after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley
Sanitation District a total of 1.0084287 percent of the annual tax increment attributable to the land area
encompassed within Annexation No. 1015 as shown on the attached Worksheet.
3. No additional transfer of property tax revenues shall be made from any other taxing agencies
to Santa Claiita Valley Sanitation District as a result of annexation entitled Annexation No, 1015.
4. No transfer of property tax increments from properties within a community redevelopment
project which are legally committed to a Community Redevelopment Agency shall be made during the
period that such tax increment is legally conunitted for repayment of the redevelopment project costs.
5. If at any time after the effective date of this resolution, the calculations used herein to
determine initial property tax transfers or the data used to perform those calculations are found to be
incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be ;
recalculated and the corrected transfer shall be implemented for the next fiscal year, and any amounts of
property tax received in excess of that which is proper shall be refunded to the appropriate agency.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of Santa Clarita Valley Sanitation District of Los Angeles County, and the
governing bodies of Greater Los Angeles County Vector Control District, City of Santa Clarita, Santa
Clarita Street Lighting Maintenance District No. 2, and Castaic Lake Water Agency, signatory hereto.

for Proposed Annexation No. 1013 to
Santa Clarita Valley Sanitation District of Los Angeles County
For your information, the map has been revised for the subject proposal to include an additional
parcel. The additional parcel has been included in the proposed annexation at the request of the property
owner (see enclosed map).
The tax sharing resolution for this annexation was adopted by your agency on March 27, 2008.
The revised map is being provided to you for your records. The revision will not change your agency's
percentage or the resolutions previously adopted by the affected agencies. The revised map will be
forwarded to LAFCO and processing of the annexation application will continue.
