BACKGROUND The Santa Clarita Valley Sanitation District (formerly known as County Sanitation District Nos. 26 and 32) provides wastewater treatment services within the District's service area. To provide wastewater treatment service to property located outside of'the District's service area, the boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the Sanitation District is adopted by the public agency responsible for providing services to the subject property. Local agencies receiving an apportionment of property tax from the annexing area must determine the amount of tax revenues to be exchanged between the affected agencies. Each percentage listed below is the annual tax increment attributable to the land area involved in the corresponding annexation and will be transferred to the Santa Clarita Valley Sanitation District: • 1.3782132 for Annexation No. 1018 • 1.0400445 for Annexation No. 1019 • 0.9809101 for Annexation No. 1020 e-0. f)-3 Adopt o V—q For each of these totals, the City is contributing the following percentage of its revenues from the annual tax increment for each annexation area: • 0. 00 116913 4 for Annexation No. 1018 • 0.001038256 for Annexation No. 1019 • 0.00 10 11915 for Annexation No. 1020 For Annexation No. 1018 there. is also a separate tax -sharing resolution for a Street Light Maintenance District in these annexation areas. The following is the percentage of the annual tax increment attributable to the land area involved in the corresponding annexation and the percentage of revenues from the annual tax increment for each annexation area: • 1.3782132 and 0.000400979 for Annexation No. 1018 These annexations consist of the following: • Annexation No. 1018 - one existing single-family home on Wiley Canyon Road. • Annexation No. 1019 - two existing industrial buildings on Ruether Avenue, north of Soledad Canyon Road. • Annexation No. 1020 - three existing single-family homes and one existing duplex on Scherzinger Lane. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT As proposed, the annexation to Santa Clarita Valley Sanitation District (formerly known as County Sanitation District No. 26 and 32) should result in no adverse fiscal impact to the City. Enclosed, in triplicate, are Joint Tax Sharing Resolutions (resolutions) involving your city and others. The applicants have requested, in writing, annexation of their properties into the Santa Clarita Valley Sanitation District (District) in order to receive off-site disposal of sewage. Please see the table below for the annexations and their associated projects. The annexation process requires that a resolution for property tax revenue exchange be adopted by all the affected local agencies before an annexation may be approved. For any jurisdictional change which will result in a special district providing new service not previously provided to an area, the law requires the governing bodies of all local agencies that receive an apportionment of the property tax from the area to determine by resolution the amount of the annual tax increment to be transferred to the special district (Revenue and Taxation Code Section 99.01). Please note that by sharing the property tax increment with the District resulting from the specified annexation, your city will not lose any existing ad valorem tax revenue it currently receives from the affected territory. Your city would only be giving up a 'portion of the revenues it would receive on increased assessed valuation. Each worksheet lists the annual tax increment to be exchanged between your city, other affected taxing entities, and the District. :The tax sharing ratios listed in the worksheet were calculated by the County Auditor Controller by specific Tax Rate Area (TRA). For example, if the annexing territory were to lie within two separate TKAs, there would be a worksheet for each TRA. The Los Angeles County Chief Executive Office (CEO) is requiring the District to implement the worksheet for all District annexations in order to increase efficiency for the calculation of property tax sharing ratios. 10 Recycled Paper Mr. Travis Lange 2 November 16, 2007 The resolutions are being distributed to all parties for signature in counterpart. Therefore, you will only be receiving signature pages for your city. Enclosed are three sets of the resolution for each annexation. One set of each resolution is for your files and the other two sets of each resolution need to be returned to the District. Please execute the two sets of each resolution and return them to the undersigned within 60 days as required by the Government Code. An addition, the County CEO's legal counsel is also requesting that the signature pages be properly executed from all affected agencies.
