AWARD CONTRACTS FOR ANNUAL SANTA CLARA RIVER
ARUNDO REMOVAL PROGRAM

RECOMMENDED ACTION
City Council award contract to Wildscape Restoration for the annual removal of invasive
plants from City -owned river property up to $150,000, and award contract to California
Conservation Corps for cleaning up and chipping of invasive plants up to $50,000.
2. Authorize the City Manager or designee to modify the awards in the event that issues of
impossibility of performance arise; execute up to three annual renewal options plus consumer
price index adjustments, contingent upon the appropriation of funds by the City Council in
the annual budget for each fiscal year.
3. Authorize the City Manager or designee to execute all contracts and associated documents.
BACKGROUND
The City received grant funds from the Los Angeles Regional Water Quality Control Board and
the Natural Resources Conservation Service for removing invasive plants from City -owned river
property. This property serves as a community demonstration site for invasive plant removal.
The attached map shows the portion of the City property where the contractors will work this
year. The work will commence west of the Bouquet Canyon Road bridge and will proceed in a
westward direction as budget and weather allow. The City worked with the Ventura County
Resource Conservation District using grant funds to develop a plan for the demonstration site.
This effort will continue the implementation of the demonstration site plan.
As such, Wildscape Restoration, the selected firm hired through a competitive bid process, will
cut and daub arundo donax, tamarisk, -tree tobacco, and other invasive plants as budget allows.
All work will be consistent with Army Corps of Engineers, United States Fish and Wildlife
APPROVED
Service, California Department of Fish and Game, Los Angeles County Agricultural
Commissioner, and other applicable permits. Additionally, per the State of California's policy
for watershed restoration grants, the California Conservation Corps will provide staff to haul the
cut plants out of the riverbed, carry it to a chipper/dumpster, and chip or dispose of the material.

FISCAL IMPA
Funds for this expenditure of $153,493 have been budgeted in Accounts R4002259-5161.001 and
R4002229-5161.001.
