RESOLUTION ESTABLISHING DISABLED PERSONS PARKING
ON SIERRA ESTATES DRIVE AT VALLEY VIEW
COMMUNITY SCHOOL

RECOMMENDED ACTION
City Council adopt a resolution establishing disabled persons parking on Sierra Estates Drive in
front of Valley View Community School.
BACKGROUND
The City has received complaints from parents of disabled children regarding violations of the
disabled persons parking in front of Valley View Community School. The parents have requested
that the City place additional signage and increase enforcement. Site review indicated that a
portion of the curb (107 feet) in front of the school is currently painted blue for disabled parking,
yet staff could not find any documentation of the establishment of an ordinance or resolution to
establish that zone. Section 22511.7 of the California Vehicle Code does allow local agencies, by
ordinance or resolution, to designate parking spaces for -the exclusive use of any vehicle
displaying a disabled person's placard.
Staff met with school administrators to discuss the need for the disabled persons parking. Valley
View Community School shares its campus with a California Children Services facility. Between
the two facilities, they service close to 800 elementary school -aged students, and 200 severely
handicapped students. Due to the high student population, there is heavy competition for parking
during drop off and pick up times: Both the school and the children services facility
administrations supported the need for the disabled persons parking zone.
The disabled parking zone is located in an area which gives the best access to both the school and
California Services facilities. Upon adoption of the proposed resolution, staff can install
additional signs and markings to better delineate the zone and allow for proper enforcement by
the Sheriff s Department.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT .
Upon adoption of the proposed resolution, Streets staff will need to install four disabled parking
signs. The total cost of the signs is estimated at $300. Adequate funds are available in the
Striping and Signing Maintenance Account No. 14504-5111.010.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING A
DISABLED PERSONS PARKING ZONE ON SIERRA ESTATES DRIVE
AT VALLEY VIEW COMMUNITY SCHOOL
WHEREAS, Section 22511.7 of the California Vehicle Code grants authority to local
agencies to establish disabled persons parking zones on public streets; and
WHEREAS, a request has been made for the City to adopt a resolution for the
establishment of an enforceable disabled persons parking zone in front of Valley View
Community School and the neighboring California Children Services Center, which provide
services to many disabled students; and
WHEREAS, the demand for parking in the area during school drop off and pick up times
makes it difficult for parents of disabled students to find suitable parking.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Establish a 107 -foot disabled persons parking zone along the easterly curb
of Sierra Estates Drive in that area between the two most easterly drive approaches to Valley
View Community School and the California Children Services Center. The no -parking zone for a
fire hydrant located within the limits of this proposed disabled persons parking zone shall be
maintained as is currently in place.
SECTION 2. Direct staff to place and maintain appropriate signs and curb markings to
effect this resolution.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
