HomeMy WebLinkAbout2008-05-13 - AGENDA REPORTS - SPECIAL DISTRICTS BID AWARD (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: May 13, 2008 SUBJECT: AWARD SPECIAL DISTRICTS BID NUMBER PS 07-08-31 TO JOHN DEERE LANDSCAPES, IRRIGATION SUPPLIER FOR ASSEMBLING WATER -SAVING IRRIGATION CONTROLLERS AND DELIVERY TO CITY CORPORATE YARD DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council: 1. Disqualify Aqua -Flo Supply, the distributor of ET Water controllers, as non-responsive and unable to meet bid specifications. 2. Award bid to John Deere Landscapes, distributor for Rain Master Irrigation, in an amount of $58,425, plus a 5% contingency of $2,921, for a total not to exceed $61,346. 3. Authorize the City Manager or designee to execute up to two annual renewal options not to exceed $61,346, modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND To be more efficient with water use, Special Districts plans to remove and replace outdated, obsolete irrigation controllers over the next two years. Older controllers are deteriorating and not efficient. These controllers have to be manually turned on and off before a rain. New controllers will run from a desk top computer and have all the latest weather and evapotransporation (ET) capabilities. These new features will manage water usage through weather data and automatically control the on and off responsibilities. In previous irrigation upgrades, the landscape companies assigned to the upgrading LMD zones purchased the equipment. The City IQPP'0 ED, is now purchasing directly from a distributor. This change saved $8,764 by eliminating the service fee charged by landscapers. These irrigation controllers will be installed covering the major medians, Mountain View, American Beauty East, Circle "J" Ranch, Northpark, and Stonecrest LMD zones. ALTERNATIVE ACTIONS Other direction as determined by the City Council. FISCAL IMPACT Funds in the amount of $61,346 were appropriated in the FY 2007-08 budget. Van Nuys, CA $58,424.59 * The apparent low bidder, Aqua -Flo Supply, was unable to meet the Bid Specifications with their product and deemed non-responsive. ** Using the Support of Santa Clarita Business Provisions of the Municipal Code, John Deere Landscapes became the lowest, responsible, responsive bidder. Their original bid was in the amount of $60,072.70.
