AWARD CONTRACT TO CONNEXIONZ FOR THE DESIGN,
INSTALLATION, AND SUPPORT OF A TRANSIT
INFORMATION NETWORK (TIN)

RECOMMENDED ACTION
City Council:
1. Award a contract to Connexion, and appropriate funds for the design, installation, and
support of the Transit Information Network in an amount not to exceed $2,810,429, plus a
contingency of $209,132, for a total of $3,019,561.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval, and authorize the City Manager or designee to modify the award in the event other
issues of impossibility of performance arise, subject to City Attorney approval.
3. Appropriate $3,019,561 from the Transit Fund Balance to expenditure account
12400.5201.003. Eighty one (81 %) percent of this cost will be funded with Federal Transit
Assistance (FTA 5307) funds or $2,459,967. Therefore, increase revenue account
700.4424.009 by $2,459,967.
BACKGROUND
As part of the City's effort to improve the quality of the transit services, staff is seeking to
implement the Transit Information Network (TIN). The TIN would build on technology already
in place on the City's paratransit service and would include an Automatic Vehicle Location
(AVL) system, Computer Aided Dispatch (CAD), electronic stop annunciators, and real-time
customer information system.
The overall goal is to use technology to better manage transit resources and improve customer
service. The TIN will track the location of each GPS -equipped vehicle and present the vehicle
locations to centrally located dispatchers on a map display. The TIN will use position data to
monitor each vehicle's progress along its route and against its schedule, and will alert dispatch
and the general public of any delays to the local and commuter services. This technology will
also play a critical role in the monitoring and improvement of key performance indicators such as
on-time performance, fare collections, and ADA compliance.
Transit prepared a Request for Proposal (RFP) and began advertising the end of August 2007.
The RFP was distributed over a three-month period through the end of November 2007 with
more than 80 firms downloading the RFP package. The City received three proposals from
qualified and experienced bidders: Orbital Transportation Management Systems, Connexionz
Limited, and Trapeze ITS. All three proposals were evaluated based on project experience,
assigned personnel, project schedule, project approach, reliability of proposed solution, and cost.
Based on the strength of their proposals, all three bidders were invited to interview with the
City's evaluation panel, which consisted of three transit staff, four IT staff, and the City's
purchasing agent.
Following a second round of interviews with all three bidders, each bidder was given an
opportunity to submit their best and final pricing. During this process, slight modifications were
made to the original scope of work, and this information was communicated to all three bidders
for consideration when preparing their best and final offer.
Based on the written proposals, interviews, and the best and final offer submitted, the evaluation
panel rated each bidder with the scoring weighted as follows:
Technical capabilities - 50%
Management approach - 25%
Price - 25%
Based on the final scoring, project approach, and proposed project cost, staff recommends
Council award the contact to Connexion. The recommended bidder also had the shortest
implementation timeline for this project, provides ongoing real-time remote monitoring of our
system and dispatch procedures and included 20 customer information wayside signs in their best
and final offer at no additional cost.

FISCAL IMPACT
Funds in the amount of $3,019,561 are available in Transit Fund 700. Eighty-one percent of this
cost, or $2,459,967, will be funded with FTA 5307 funds.
