TRANSFER TITLE OF PROPERTY LOCATED AT
INTERSECTION OF NEWHALL AVENUE AND LYONS
AVENUE FROM THE CITY OF SANTA CLARITA TO THE
SANTA CLARITA REDEVELOPMENT AGENCY

RECOMMENDED ACTION
City Council direct staff to execute a quitclaim deed to transfer title of property from the City of
Santa Clarita to the Santa Clarita Redevelopment Agency.
BACKGROUND
Upon incorporation, the City acquired an interest in approximately 10,000 square feet of property
located near the intersection of Lyons Avenue and Newhall Avenue from Los Angeles County
and more specifically described on the attached Exhibit A. This parcel of property is located
within the Downtown Newhall Redevelopment Project area. The City desires to encourage and
assist the RDA with its redevelopment efforts by transferring its interest in this parcel from the
City to the RDA for the purpose of redevelopment. Per California Health & Safety Code,
Section -33220 the City is authorized to dedicate, sell, convey or lease any of its property to a
redevelopment agency.
Advantages of Agency ownership of real property over ownership by the City stem from
California Health and Safety Code, Section 33035-33040, which gives the Agency broad
discretion to acquire, sell or lease real property in furtherance of the goal of mitigating blight in
the redevelopment area and for purposes of redevelopment that conform with the redevelopment
plan. The parcel lies within the boundaries of the Downtown Newhall Specific Plan. Any future
development of this parcel is anticipated to be consistent with the Downtown Newhall Specific
Plan. Therefore, the requirements of the CEQA were satisfied as part of the EIR which was
APPROVED
completed for the Downtown Newhall Specific Plan.
ALTERNATIVE ACTIONS
City Council may choose to retain the property as currently held.
FISCAL IMPACT
There is no fiscal impact.

That portion of Lyons Avenue, in the City of Santa Clarita, as granted to the County of Los Angeles
by a document recorded October 14, 1964 as Instrument No. 5254, Official Records of said County,
State of California, together with that portion of Tenth Street, as dedicated on the Map of the Town of
Newhall, as shown on the Map filed in Book 53, Pages 21 and 22 of Miscellaneous Records of said
County, more particularly described as follows;
Beginning at the most northerly comer of Lot 24, Block 13, of said Town of Newhall, being the
northwesterly terminus of the northeasterly line of said Lot, shown as having a bearing and distance
of South 47126' East 25.00 feet on said Map, having a bearing of North 33° 00' 00" 'West for the
purpose of this description; thence along the northwesterly prolongation of said northeasterly line,
ls` North 330 00' 00" West 64.00 feet to the beginning of a non -tangent curve, concentric
with and 100.00 feet southerly, measured radially, from that certain 1450.00 foot curve in the
northeasterly boundary of that certain parcel of land in said document, said curve being concave
northerly, having a radius of 1550.00 feet, a radial line to said beginning of non -tangent curve bears
South 14° 03' 01" East; thence along said non -tangent arld concentric curve,
