HomeMy WebLinkAbout2008-02-26 - AGENDA REPORTS - URBAN FORESTRY INVENTORY GRANT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 26, 2008 Robert Sartain RESOLUTION TO SUBMIT AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION FOR AN URBAN FORESTRY INVENTORY GRANT FUNDED THROUGH PROPOSITIONS 40 AND 84 Public Works RECOMMENDED ACTION 1. City Council adopt a resolution of intent authorizing the City Manager to submit an application to the California Department of Forestry and Fire Protection for a 50 percent reimbursement grant under Propositions 40 and 84 Urban Forestry Inventory Grant Program. 2. Increase estimated revenues in Account 259-4431.001 by $63,000, and appropriate $63,000 to expenditure Account 14508-5161.001. 3. Direct the City Manager or designee, subject to City Attorney approval, to execute all documents and enter into necessary agreements with the California Department of Forestry and Fire Protection to participate in and receive funds from the Urban Forestry Inventory Grant Program. BACKGROUND The California Department of Forestry and Fire Protection (CAL FIRE) made funds available through the Urban Forestry Inventory Grant program under Propositions 40 and 84. This program is designed to provide cities with necessary financial assistance to allow the purchase and implementation of a computerized tree inventory systems. Santa Clarita has been notified by CAL FIRE staff that the City's Urban Forestry program will receive $63,000 in funding under this initiative. This grant will be used to give staff access to accurate GPS tree locations, species, size, condition, and other relevant information. With a computerized inventory, locating predominate tree species, nuisance trees, or tree vacancies on streets or in parks will be achieved with greater ease and efficiency. CAL FIRE has a match requirement, and the Urban Forestry Division has funds available to match the grant. If the resolution is approved by the City Council, the Urban Forestry Division will proceed with the final requirements of the application process to receive funding for additional tree inventory data collection. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total cost for this phase of the tree inventory program is estimated to be $126,000. During the Fiscal Year 2007-08 budget process, City Council appropriated $50,000 to Account 14507-5161.002 for a tree inventory system, and appropriated $13,000 to Account 14000-5002.001 for staff time. These appropriations will meet the grant match requirement. The remaining 50 percent of the costs are to be offset by a grant award of $63,000 from the California Department of Forestry and Fire Protection. ATTACHMENTS Resolution RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING FUNDING FROM THE URBAN FORESTRY INVENTORY GRANT PROGRAM, AS PROVIDED THROUGH PROPOSITIONS 40 AND 84 WHEREAS, the Governor of the State of California, in cooperation with the California State Legislature, has enacted California Propositions 40 and 84, which provide funds to the State of California and its political subdivisions for urban forestry programs; WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing the application by local agencies under the program; WHEREAS, said procedures established by the State Department of Forestry and Fire Protection require the applicant to certify by resolution the approval of the application before submission of said application to the state; and WHEREAS, the applicant will enter into an agreement with the State of California to carry out an Urban Forestry Inventory Program. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves the filing of an application for Propositions 40 and 84 Urban Forestry Inventory Grant funds; SECTION 2. Certifies that said applicant has or will have sufficient funds to operate and maintain the project; SECTION 3. Certifies funds under the jurisdiction of the City of Santa Clarita are available to begin and continue the project; SECTION 4. Certifies that said applicant will expend grant funds prior to March 1, 2010; SECTION 5. Appoints City Manager or designee as the agent of the City of Santa Clarita to conduct all negotiations and execute and submit all documents, including, but not limited to, agreements, amendments, and payment requests, which may be necessary for the completion of the project, subject to City Attorney approval; and SECTION 6.
