SUBJECT: VIA PRINCESSA METROLINK STATION RESTROOMS AND
SEWER IMPROVEMENTS, PROJECT F3012 - AWARD
CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
RECOMMENDED ACTION
1. City Council approve the contract documents and specifications for the Via Princessa
Metrolink Station Restrooms and Sewer Improvements, Project F3012.
2. Authorize the appropriation of $655,850 from Proposition A Local Return fund balance to
Expenditure Account F3012261-5161.001.
3. Award the construction contract to C.J. Tech Construction, Inc. in the amount of $719,000,
plus a 15 percent contingency in the amount of $107,850.
4. Award various construction support contracts totaling $104,000 for the following:
• Award the labor compliance consulting services contract to Labor Compliance Services
in the amount of $7,000.
• Award the consulting service contract to Ron Speed Construction for oversight and
overall support for the construction, including management and inspection services in the
amount of $55,000.
• Award the construction surveying services contract to Hunsaker & Associates in the
amount of $5,000.
• Award the technical design support contract to Meyer and Associates in the amount of
$15,000.
• Award the construction soils inspection services contract to RTFA in the amount of
$12,000.
• Award $10,000 for special inspections, permits, utility fees, and processing fees for
annexation into the County sanitation district.
5. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval. I
BACKGROUND
The City of Santa Clarita owns the Via Princessa Metrolink Station at the northeast corner of Via
Princessa and Weyerhaeuser Way. The property is located in the central section of the City
within the community of Canyon Country. This project will provide sewers and restrooms to the
station. Currently, the station has three shade structures at the train platform area, portable toilets,
and a portable guard shack.
The proposed restroom facility will include a men's restroom with two toilets, two urinals, and
two sinks, and a women's restroom with four toilets and two sinks. In addition, the restroom
facility will need to be serviced by a public sewer system. A guard office is also incorporated in
this project.
Construction is scheduled to begin March 2008, and it is anticipated to be completed within 90
working days after the effective date of the Notice to Proceed. Staff will appoint inspectors to
ensure proper work performance by the contractor and to handle daily field issues.
On January 2, 2008, staff was directed by the Director of Public Works to authorize the
advertisement for construction bids. On February 4, 2008, the City's Purchasing Division
received ten bids for the project (Exhibit "A"). The lowest responsive bid was submitted by C.J.
Tech Construction, Inc. in the amount of $719,000.
Staff recommends that the project be awarded to C.J. Tech Construction, Inc., the lowest ,
responsive bidder. C.J. Tech Construction, Inc. possesses a state contractor's license and is in
good standing with the State Contractor's Board. The bid from C.J. Tech Construction, Inc. in
the amount of $719,000 was reviewed for accuracy and conformance to the contract documents
and was found to be complete.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
During the Fiscal Year 2007-2008 budget process, $290,000 in Proposition A Local Return
Funds was appropriated to Account F3012261-5161.001 for this project. The requested
appropriation of additional Proposition A funds in the amount of $655,850 to Expenditure
Account F3012261-5161.001, for a project budget of $945,850, will adequately provide for
anticipated construction costs for the Via Princessa Metrolink Station Restrooms and Sewer
Improvements.
