VIDEO DETECTION REPLACEMENT PROGRAM FOR
TRAFFIC SIGNALS - AWARD CONTRACT

RECOMMENDED ACTION
City Council- authorize the renewal of the purchase contract with Iteris Inc., and approve the
order of additional video detection equipment at the original contract price in an amount not
to exceed $70,000.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
During Phase I and II of this project, ten video detection systems were replaced at various
locations throughout the City. This is the third and last phase to replace the final video detection
systems. The replacement of this equipment is necessary because the previous systems have
surpassed their service -life. Staff proposes to purchase five video detection systems. Two will
replace outdated equipment, and the remaining three will serve as spares. With 44 intersections
using video detection systems, it is inevitable that one or two video detection systems will
malfunction and require replacement. Having the spare detection systems on hand will allow
service to continue without interruption, as staff can replace malfunctioning equipment
immediately and send broken equipment out for repair.
The video detection systems are part of the City's Intelligent Transportation System, which helps
staff manage traffic situations. The new video detection systems have better detection capability
due to technology improvements, which will not only detect vehicles and motorcycles, but also
bicycles in accordance with the City's newly adopted Non -Motorized Transportation Plan.
Another benefit is that signal operations and traffic circulation will be enhanced with the
installation of this equipment. Staff can also use this video technology to monitor and manage
traffic conditions from the Traffic Operations Center.

The following intersections will be refurbished with the new video detection system:
• McBean Parkway and Granary Square
• Sierra Highway and Linda Vista Street
In April 2007, the Public Works Department conducted a bid for video detection system
equipment. Bids were opened on May 8, 2007. At the June 12, 2007, City Council meeting, the
City Council awarded the contract for video detection equipment to Iteris Inc. The bid
solicitation includes a provision for renewal of the contract and pricing, which staff is
recommending at this time.

FISCAL IMPACT
Funds in the amount of $70,000 have been appropriated into Account M0066354-5161.001.
