Home My WebLink About2008-11-25 - AGENDA REPORTS - WEIGHT LIMITS CANVAS ST (2)CONSENT CALENDAR 11 DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: November 25, 2008 WEIGHT LIMITS WITHIN THE CANVAS STREET/LINDA VISTA STREET NEIGHBORHOOD AND ON ISABELLA PARKWAY Public Works RECOMMENDED ACTION City Council introduce and pass to second reading an ordinance entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 12.48 OF TITLE 12 (VEHICLES AND TRAFFIC), OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING VEHICLES EXCEEDING FOURTEEN THOUSAND (14,000) POUNDS—OPERATION ON CERTAIN HIGHWAYS PROHIBITED—ALTERNATE ROUTES." BACKGROUND Staff has received requests from residents of the Monterey Development along Isabella Parkway and from residents within the Canvas Street/Linda Vista Street neighborhood to investigate the possibility of restricting truck access on their residential streets. Staff conducted a traffic investigation along Isabella Parkway and within the Canvas Street/Linda Vista Street neighborhood. Based on that investigation, staff has concluded that restricting truck access within these residential street networks would help direct truck traffic to remain on the arterial roadway system, which is designed to better accommodate such vehicles. Consistent with these findings, staff recommends that Isabella Parkway between Via Princessa and Golden Triangle Road as well as those streets leading into the Canvas Street/Linda Vista Street residential street network (Deep Creek Drive, Galeton Road, Gailxy Drive, Anne Freda Street, and Kenroy Avenue), be included in the list of roadways in section 12.48.060 of the Santa Clarita Municipal Code that restricts vehicles weighing more than 14,000 pounds. Ordinance passed to Second reading The changes to the existing ordinance are underlined and as follows: "12.48.060 Vehicles Exceeding Fourteen Thousand (14,000) Pounds—Operation on Certain Highways Prohibited—Alternate Routes. H. Isabella Parkway – On Isabella Parkway between Golden Triangle Road and Via Princessa. These vehicles may use Whites Canyon Road between Soledad Canyon Road and Via Princessa as an alternate route. I. Linda Vista Street – On Linda Vista Street between Sierra Highway and Canvas Street. These vehicles may use Soledad Canyon Road between Sierra Highway and Sand Canyon Road as an alternate route. J. Deep Creek Drive – On Deep Creek Drive between Soledad Canyon Road and Anne Freda Street. These vehicles may use Sand Canyon Road, Soledad Canyon Road, and Sierra Highway as an alternate route. K. Galeton Road – On Galeton Road between Soledad Canyon Road and Stillmore Street. These vehicles may use Sierra Highway, Soledad Canyon Road, and Sand Canyon Road as an alternate route. L. Gailxv Avenue – On Gailxv Avenue between Soledad Canyon Road and Bainbury Street. These vehicles may use Sand Canyon Road, Soledad Canyon Road, and Sierra Highway as an alternate route. M. Anne Freda Street – On Anne Freda Street between Soledad Canyon Road and Deep Creek Drive. These vehicles may use Sand Canyon Rbad, Soledad Canyon Road, and Sierra Highway as an alternate route. N. Kenrov Avenue – On Kenroy Avenue between Soledad Canyon Road and Nearview Drive. These vehicles may use Sand Canyon Road, Soledad Canyon Road and Sierra Highway as an alternate route." Vicinity maps for the proposed vehicle weight limit locations for Isabella Parkway and the Canvas Street/Linda Vista Street neighborhood have been attached as Exhibits "A" and `B." This recommendation has been discussed with the Los Angeles County Sheriff's Department, and they are in agreement with City staff. ALTERNATIVE ACTIONS Other action as determined by the City Council FISCAL IMPACT The installation of 8 signs will cost approximately $800. Funds for this work are available in the Striping Supplies Street Maintenance Account 14504-5111.010. ATTACHMENTS Exhibit "A" - Isabella Parkway Exhibit "B" - Canvas Street/Linda Vista Street Neighborhood Ordinance ORDINANCE 08 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING CHAPTER 12.48 OF TITLE 12 (VEHICLES AND TRAFFIC), OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING VEHICLES EXCEEDING FOURTEEN THOUSAND (14,000) POUNDS—OPERATION ON CERTAIN HIGHWAYS PROHIBITED—ALTERNATE ROUTES WHEREAS, Section 35701 of the California Vehicle Code states any city or county for a residence district may, by ordinance, prohibit the use of a street by any commercial vehicle, or by any vehicle exceeding a maximum gross weight limit, except to respect any vehicle which is subject to Sections 1031 to 1036, inclusive, of the Public Utilities Code; and WHEREAS, such ordinance shall not be effective until appropriate signs are erected indicating the streets affected by the ordinance; and WHEREAS, City staff shall erect all appropriate signs upon establishment of this ordinance; and WHEREAS, a traffic investigation conducted by City staff along Isabella Parkway and within the Canvas Street/Linda Vista Street neighborhood has determined restricting truck access within these residential street networks would help direct truck traffic to remain on the arterial roadway system, which is designed to better accommodate such vehicles; and WHEREAS, Section 12.48.060 of the City of Santa Clarita Municipal Code establishes weight restrictions for roadways within the City of Santa Clarita. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. That Section 12.48.060 is amended to read as follows: "H. Isabella Parkway — On Isabella Parkway between Golden Triangle Road and Via Princessa. These vehicles may use Whites Canyon Road, between Soledad Canyon Road and Via Princessa as an alternate route." 1. Linda Vista Street — On Linda Vista Street between Sierra Highway and Canvas Street. These vehicles may use Soledad Canyon Road between Sierra Highway and Sand Canyon Road as an alternate route." "J.
