RECOMMENDED ACTION
1. City Council. accept Workforce Investment Act (WIA) Grant Amendment in the amount of
$25,168.
2. Increase estimated revenue in Account 259-4441.002 by $25,168 and increase estimated
expenditures in Account 15303 by $23,521, based on the Antelope Valley Workforce
Development Consortium's revised allocation from the County of Los Angeles for Fiscal
Year 2007-08. Appropriate the allocation in expenditure Account 15303 per Attachment A.
Authorize City Manager, or designee, to execute any contract agreements, extensions, or
change orders arising out of this program, subject to City Attorney approval.
BACKGROUND
In July 1998, the City of Santa Clarita entered into a subcontract with the Antelope Valley
Workforce Development Consortium to receive the Workforce Investment Act (WIA) grant for
Adult and Dislocated Worker Programs from the Los Angeles County Department of Community
and Senior Services. Since then, the City has been receiving annual WIA funding for the
operation of the Santa Clarita WorkSource Center. Revised grant allocation for Fiscal Year
2007-08 is in the amount of $180,854.
The WIA grant provides services for job seekers and businesses. The Center serves
approximately 9,000 job seekers on an annual basis. Free services for job seekers include
computer access, the ability to research and pursue job leads, and workshops to improve job
search skills and marketability.

The Center also offers business services, such as providing space and coordination for employee
recruitments and trainings. The Center has aided the business development of Lowe's, TSA,
Von's, and Kohl's, among dozens of other new and existing businesses in the Santa Clarita
Valley. The Center is a valuable component to the economic development of the City of Santa
Clarita.
ALTERNATIVE ACTIONS
1. Decline acceptance of funds.
2. Other direction as determined by City Council.
FISCAL IMPACT
The total cost of this program is estimated at $180,854, to be offset completely by grant revenue.
There is no City match required.
