SEPTEMBER 30, 2008 CALL TO ORDER Mayor Kellar called to order the special meeting of the City Council at 3:33 p.m. ROLL CALL All Councilmembers were present. FLAG SALUTE Councilmember Ender led the salute to the flag. ITEM 1 OLD BUSINESS BENZ ROAD At the August 26, 2008 meeting, the City Council directed staff to install a traffic diverter on Benz Road at Alaminos Street. Following placement of the diverter, residents living on surrounding streets contacted the City expressing concerns with regard to the diverter. Robert Newman, Director of Public Works, provided the history of this issue including traffic counts, surveys and a summary of staff's efforts to assist with traffic calming measures. Council consensus to limit public speakers to one minute each. Twenty-six written comments were received on this item. 1 Motion by Ferry, second by McLean, to remove the diverter, replace the turn restrictions and direct staff to prepare a City-wide policy with regard to the use of speed humps/bumps/cushions, diverters and gates. On roll call vote: Ayes: Ferry, McLean Noes: Ender, Weste, Kellar Absent: None Motion did not carry. Motion by Ender, second by Weste to remove the diverter as soon as possible. On roll call vote: Ayes: Weste, Ferry, McLean, Ender, Kellar Noes: None Absent: None Motion carried. Motion by Ferry, second by McLean, to replace the turn restrictions. On roll call vote: Ayes: Ferry, McLean, Kellar Noes: Ender, Weste Absent: None Motion carried. Motion by Weste, second by Ender, to implement the 4 -step plan as recommended by staff in the August 26, 2008 agenda report as follows: Step 1: a) Install temporary speed cushions at the 20 indicated locations on the figure attached to the report. b) Leave existing peak -hour turn restrictions in place at the following intersections: • Benz Road and Bouquet Canyon Road • Sue Drive and Bouquet Canyon Road • Benz Road and Copper Hill Drive • Buckhorn Lane and Copper Hill Drive c) Collect speed and volume data along all streets with speed cushions. Step 2: a) Three months after installation of speed cushions remove existing peak -hour turn restrictions. b) Collect speed and volume data along all streets with speed cushions. 2 Step 3: a) Six months after installation of speed cushions, collect input from the neighborhood regarding speed cushions and peak -hour turn restrictions. Step 4: a) Develop a final plan, which may include removal of speed cushions, installation of permanent asphalt speed humps/speed cushions, and/or reestablishment of peak -hour turn restrictions. The final plan will be based on the willingness of the residents to pay for the permanent speed humps/speed cushions. On roll call vote: Ayes: Ender, Weste, Kellar Noes: McLean, Ferry Absent: None Motion carried. PUBLIC PARTICIPATION Addressing the Council at this time was Valerie Thomas regarding minutes of the Newhall Redevelopment Committee. STAFF COMMENTS There were none.
