City Council Study Session
Tuesday, October 7, 2008
Call to Order: 5:30 p.m.

Commission: All Planning Commissioners were present.
Flag Salute: Planning Commissioner Ostrom led the flag salute.
ITEM 1 PRESENTATION OF THE DRAFT COMMUNITY CHARACTER AND
DESIGN GUIDELINES — Ken Pulskamp, City Manager, introduced the item,
and introduced Paul Brotzman, Director of Community Development, who gave a
synopsis of the guidelines. Darin Seegmiller, Assistant Planner II, outlined the
background and the application packet, and Eric Justesen of RRM Design Group
provided an overview of the Draft Community Character and Design Guidelines.
Council/Commission questions, concerns and comments included a focus on
water quality; providing a good example for mixed-use projects; making
sustainability evident; the use of permeable asphalt; taking a look at the
permeable study done by the City of Santa Monica; ensuring that the Planning
Commission understands criteria used for design review; providing provisions for
transition zones from one neighborhood to another.
ITEM 2 SUMMARY OF ASSEMBLY BILL NO. 32 AND SENATE BILL NO. 375 —
Ken Pulskamp, City Manager, introduced Paul Brotzman, Director of Community
Development, who gave an overview of the Global Warming Solutions Act of
2006 (AB 32) which is legislation passed by the State that commits California to
reducing greenhouse gas (GHG) emissions to 1990 levels by the year 2020, and
SB 375 which sets out a path for establishing GHG emissions reduction targets
for the transportation sector (cars and light trucks) using an incentive based,
regional approach. David Peterson, Assistant Planner II, outlined the
implementation aspects, and Paul Brotzman outlined the implications of the
legislation.
Council/Commission questions, concerns and comments included why are there
so many mandates on local government when the contribution to the issues are so
small; SCAG and RTA working more cohesively with cities; making a presence
at SCAG so the voice of the City is heard; recognizing the benefits of protecting
the environment, and the possibility of not being able to move forward if not in
compliance; whether or not the state has quantified projects; reducing vehicle
miles done through modeling; how will it be measured; mandates being
problematic, but all will be more accountable.
Mayor Kellar excused himself from the Study Session at 6:37 p.m., to attend the
Town Hall meeting.
Addressing the Council was Sandra Cattell representing the Sierra Club; Andy
Freed representing Safe Action for the Environment; Alan Ferdman representing
the Canyon Country Advisory Committee; Valerie Thomas; Allan Cameron; and
Scott Martin.
Mayor Pro Tem Ferry adjourned the meeting at 6:51 p.m.
