A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING PARKING AGREEMENT IN DOWNTOWN NEWHALL
WHEREAS, section 22519 of the California Vehicle Code authorizes cities, but not
redevelopment agencies, to regulate the parking on publicly owned off street parking facilities;
and
WHEREAS, the City of Santa Clarita ("City") and the Redevelopment Agency of the
City of Santa Clarita ("Agency") believe it is in the public interest for the City to regulate the use
of the parking lots that are owned by the Agency located at 24513 Main Street and 24158
Newhall Avenue; and,
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. The City agrees to be bound by the terms of the agreement which
appears as Exhibit A to this Resolution. The City Manager or designee shall execute the
document which appears as Exhibit A to this Resolution.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.

Exhibit A
AGREEMENT FOR CITY TO OPERATE PARKING LOTS LOCATED AT
24513 MAIN STREET AND 24158 NEWHALL AVENUE
1. Recitals.
1.1 The Redevelopment Agency of the City of Santa Clarita ("Agency") owns two
paved areas located within the City of Santa Clarita ("City") and located at 24513 Main Street
and 24158 Newhall Avenue, The Agency allows the public to use these paved areas as parking
lots (the "Parking Lots").
1.2 The Agency has determined that it would benefit the public if the City were to
enforce reasonable parking regulations on the Parking Lots, such as the maximum amount of
time that vehicles may be parked in the Parking Lots.
1.3 Vehicle Code § 22519 provides: "Local authorities may by ordinance or
resolution prohibit, restrict or regulate the parking, stopping or standing of vehicles on any
offstreet parking facility which it owns or operates. No such ordinance or resolution shall apply
until signs giving notice thereof have been erected."
1.4 The City has determined that it is in the best interest of the City to enforce such
parking restrictions.
2. Powers Granted.
2.1 City Operates the Parking Lot. Unless revoked in writing, the Redevelopment
Agency hereby grants the City the right to "operate" the Parking Lots, within the meaning of
Vehicle Code §22519.
2.2 City Obtains Powers Only Under 22519. The City shall have the full authority to
engage in any activity authorized pursuant to Vehicle Code §22519, including the right to post
signs limiting the hours and/or lengths of time that people may park in the Parking Lots. The
City is granted a license to enter the Parking Lots to effect these powers.
2.3 Powers Retained by Agency. The Agency shall retain all other powers and
obligations with respect to the Parking Lots, including any duties to adequately maintain, light,
repair, or to ensure the safety of the Parking Lots (if any).
2.4 Agency's Power to Revoke Grant of Powers. The Agency retains the unilateral
right to revoke the powers granted pursuant to this agreement, in whole or in part. For example,
the Agency shall have the option of allowing the City to operate the parking lot on all but certain
parking spaces. If the Agency revokes such powers, such revocation shall become effective
upon issuance of a resolution of the Board of Directors of the Agency.

3. Effective Date. This agreement shall be effective on the date specified in the
Resolutions of the Agency and City authorizing this agreement.
