A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, RECOGNIZING THE IMPORTANCE OF USING
REUSABLE BAGS IN PLACE OF SINGLE -USE PLASTIC SHOPPING BAGS
WHEREAS, in the United States, less than 5 percent of plastic bags are recycled. I
WHEREAS, each year, the State of California spends approximately $25 million to
landfill discarded plastic bags. 2
WHEREAS, each year, approximately 6 billion plastic carryout bags are used in Los
Angeles County. 3
WHEREAS, each year, the City of Santa Clarita disposes of approximately 2,600 tons of
film plastics in nearby landfills due to consumers' use of single -use plastic bags. 4
WHEREAS, the City of Santa Clarita and two solid waste service providers have entered
into franchise agreements that require plastic bags be collected and recycled as part of the free
commingled recycling programs offered to residents and businesses.
WHEREAS, the indiscriminate disposal of plastic bags is a blight problem, because
plastic bags create significant litter problems along Santa Clarita roadways and in its riparian
environment.
WHEREAS, the City of Santa Clarita holds an annual River Rally Event to remove all
types of litter, including plastic bags from the Santa Clara River.
WHEREAS, the use of reusable bags in place of single -use plastic and paper carryout
bags contribute towards environmental sustainability.
WHEREAS, the City of Santa Clarita's past efforts to promote reusable bags in place of
single -use bags include the distribution of free reusable bags made from recycled plastics at City
events including River Rally and Arbor Day.
WHEREAS, the Santa Clarita City Council hereby recognizes Los Angeles County's past
efforts of promoting "A Day Without a Bag" on December 20, 2007.

NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. The City of Santa Clarita will continue to promote the importance of using
reusable bags in place of single -use bags.
SECTION 2. The City of Santa Clarita will continue to support future Los Angeles
County events aimed at promoting the use of reusable bags.
SECTION 3. The City of Santa Clarita will search for grant opportunities to enhance
existing programs to promote reusable bags in place of single -use bags.
SECTION 4. The City of Santa Clarita will publish an article for the Seasons Magazine
to promote the use of reusable bags during the 2008 calendar year.
SECTION 5. The City of Santa Clarita will develop and submit press releases to include
sections that comment on the use of reusable bags in place of single -use bags. The press releases
will be tailored to focus on events such as Earth Day (April 2008) and River Rally
(September 2008) and will include sections on "Living Lightly" to promote living with less
impact to our environment.
SECTION 6. The City of Santa Clarita will work with our franchised haulers to add
articles in their monthly newsletters regarding the reduction of single -use bags.
SECTION 7. The City of Santa Clarita will identify and purchase reusable bags made
from recycled materials to distribute as a handout to 2008 River Rally participants.
SECTION 8. The City of Santa Clarita review and update brochures when appropriate to
include the promotion of reusable bags in place of single -use bags.
SECTION 9. The City of Santa Clarita will develop a "Building Your City" television
program that promotes the importance of having a Materials Recovery Facility in the City. In the
program, a segment will be committed to describing what recyclables will be accepted, including
plastic bags.
SECTION 10, The City of Santa Clarita will develop an article for the City Newsletter
discussing the importance of sustainability. The article will focus on reuse aspects that residents
can 'incorporate into their everyday lives. The article will explain the importance of using
reusable items in place of single -use items.
SECTION 11. The City will promote the use of reusable bags on the City's Web page.
SECTION 12. The City will mail letters to grocery store managers and follow up with
telephone calls to discuss the City's sustainablilty efforts and to encourage and promote the use of
reusable bags at their store.

SECTION 13. The City Clerk shall certify to the adoption of this Resolution.
