City Council adopt a resolution establishing prima facie speed limits on each highway segment included in the 2009 Engineering and Traffic Survey Study (Study). 2. Direct the City Clerk to certify the Study. 3. Direct staff to implement the necessary signage changes brought about by adopting this Study. 4. Request the Sheriffs Department to continue the radar enforcement program on City streets and highways covered in this Study as soon as the signing changes are made. BACKGROUND Staff has completed an Engineering and Traffic Survey Study (Study) as defined in Section 627 of the California Vehicle Code (CVC) on roadway segments that have been newly constructed and/or modified since the 2005 Engineering and Traffic Survey. The Study was performed in accordance to the provisions of the CVC and as recommended by the California Department of Transportation Manual on Uniform Traffic Control Devices. When adopted, the Study will establish the prima facie speed limits on those highway segments included in the Study. California cities, counties, and other state agencies must provide these surveys every five to seven years to allow for the Sheriffs Department to enforce these speed limits through the use of radar or laser. Adopt. M. 049 Radar or laser is the safest and most effective form of speed enforcement. Without a Study, the Sheriffs Department cannot use radar or laser and must rely on less effective alternatives such as pacing after speeding offenders. In addition, an effective radar or laser enforcement will promote the orderly movement of vehicles and reduce collisions. The Study consists of individual surveys conducted on 10 highway segments. Each survey contains a brief roadway description, the accident history and rate, and the existing and recommended speed limit on the roadway. Based on the results of the Study, the recommended speed limit changes are listed below: New Speed Limits Proposed • Alta Vista Avenue between Constellation Road and east City limit 40 mph • Constellation Road between Kelly Johnson Parkway and Hercules Street 40 mph • Golden Triangle Road between Golden Oak Road and Ruether Avenue 45 mph • Hercules Street between Kelly Johnson Parkway and Constellation Road 35 mph • Robert C. Lee Parkway between Golden Valley Road and north end 35 mph • Vanderbilt Way between Avenue Stanford and Newhall Ranch Road 35 mph Speed Limit Decreases �� Posted Proposed • Placerita Canyon Road from 12th Street to approximately 1900 feet east of 12th Street 40 mph 35 mph • Golden Triangle Road between Centre Pointe Parkway and Golden Oak Road 35 mph 30 mph Speed Limit Increases Posted Proposed • Aurora Drive between Newhall Ranch Road and Kelly Johnson Parkway 30 mph 35 mph • Golden Triangle Road between Rainbow Glen Drive and Ruether Avenue 40 mph 45 mph The increase of the speed limits on these two roadway segments is primarily due to recent construction and roadway connections allowing for through vehicle movements. The Sheriffs Department has reviewed each recommendation of this Study and supports its findings. The next citywide Engineering and Traffic Survey Study is scheduled for the year 2010. ALTERNATIVE ACTIONS Other action as determined by the City Council. ON FISCAL IMPACT New sign installations or minor adjustments to existing signs will be required. The estimated cost is $2,500. Adequate funds for these expenses are available in the Street Maintenance and Striping Supplies Account 14504-5111.010. ATTACHMENTS Resolution Vicinity Map 2009 Engineering and Traffic Survey Study 3 RESOLUTION 09- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, 2009 ENGINEERING AND TRAFFIC SURVEY STUDY WHEREAS, the California Vehicle Code Sections 22357 and 22358 permits a local authority, on the basis of an Engineering and Traffic Survey, to establish prima facie speed limits on highways within their jurisdiction; and WHEREAS, Section 40802(b) of the California Vehicle Code requires that the speed limits be justified by an Engineering and Traffic Survey every seven years in order to use radar or laser for enforcement; and WHEREAS, the effective and efficient use of radar or laser for traffic speed enforcement can enhance safety within the City. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the prima facie speed limits shall be established on those highway segments included in the 2009 Engineering and Traffic Survey Study (Study). SECTION 2. That the City Clerk shall certify the Study and make copies available to the County Sheriffs and Courts. SECTION 3. That staff shall provide for the necessary signage changes to implement the provisions of the Study. SECTION 4. That the Sheriffs Department shall conduct appropriate enforcement of the prima facie speed limits established by this resolution. SECTION 5.
