HomeMy WebLinkAbout2009-11-10 - AGENDA REPORTS - 2010 CENSUS SUPPORT FROM CITY (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: November 10, 2009 Sharon Sorensen A RESOLUTION AFFIRMING THE CITY OF SANTA CLARITA'S SUPPORT OF AND PARTNERSHIP WITH THE 2010 CENSUS Community Development RECOMMENDED ACTION City Council adopt a resolution to partner with the U.S. Census Bureau in support of the 2010 Census. BACKGROUND The U.S. Census is taken every 10 years to count each resident and define who we are as a nation. Census data inform critical decisions on the national, state and local levels - from congressional representation to the allocation of more than $400 billion each year in government funding. Census questionnaires will be distributed across the country in March, 2010 and Federal law requires that all individuals residing in the United States participate in the survey. The City's Planning and Communications Divisions have taken the lead in working with Census Bureau staff to help get the word out to our community on the importance of being counted. To assist in raising residents' awareness about the upcoming 2010 Census, the City's Communications Division, in cooperation with residents, local business and non-profit organizations, has developed a plan to promote the Census utilizing promotional advertisements such as in the City's Seasons magazine and website, press releases, informational "tweets" via Twitter and posting interview segments to the City's You Tube account. Additionally, a separate outreach effort for Spanish-language residents will commence. As an active 2010 Census partner, the City could be eligible for funding payable directly to vendors providing products and services to support City efforts promoting awareness of the Census. FISCAL IMPACT There is no direct fiscal impact associated with adoption of a resolution to support and partner with the U.S. Census Bureau for the upcoming 2010 Census. ATTACHMENTS Resolution 5 RESOLUTION NO. 09- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA AFFIRMING SUPPORT OF AND PARTNERSHIP WITH THE 2010 CENSUS WHEREAS the U.S. Census Bureau is required by the U.S. Constitution to conduct a count of the population and provides a historic opportunity to help share the foundation of our society and play an active role in American democracy; WHEREAS our organization is committed to ensuring every resident is counted; WHEREAS more than $400 billion per year in Federal and state funding is allocated to communities, and decisions are made on matters of national and local importance based, in part, on Census data, including health care, community development, housing, education, transportation, social services, employment and much more; WHEREAS Census data help determine how many seats each state will have in the U.S. House of Representatives and often is used for the redistricting of state legislatures, county and city councils and voting districts; WHEREAS the 2010 Census creates hundreds of thousands of jobs across the nation; WHEREAS every Census Bureau worker takes a lifetime oath to protect confidentiality. In addition, the Census Bureau ensures that the data identifying respondents or their household not be released or shared for 72 years; WHEREAS a united voice from business, government, community-based and faith -based organization, educators, media and others will allow the 2010 Census message to reach a broader audience, providing trusted advocates who can spark positive conversations about the 2010 Census. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE AS FOLLOWS: 1. To support the goals and ideals of the 2010 Census and dissemination of 2010 Census information to encourage participation. 2. To work together to achieve an accurate and complete count. 3. To encourage the community to participate in events and efforts that will raise the overall awareness of the 2010 Census and increase participation among all populations. 3 SECTION 1. The City Clerk shall certify to the adoption of this Resolution and certify this record to be a full, complete, and correct copy of the action taken.
