FORMATION OF AD HOC RECYCLING FACILITY SITE
SELECTION CITIZEN COMMITTEE

RECOMMENDED ACTION
City Council approve the proposed list of participants for the Ad Hoc Recycling Facility Site
Selection Citizen Committee (Committee), and direct staff to commence the proposed activities
of the Committee.
BACKGROUND
At the regular City Council meeting on May 13, 2008, Mayor Pro Tem Weste requested that staff
determine a methodology for selecting an ad hoc citizen committee to involve the community in
finding a suitable location for a recycling facility in or around the City of Santa Clarita. The
Committee's methodology was approved by the City Council at the meeting on February 24,
2009, with a few changes. Those changes included the addition of the Val Verde Civic
Association as a member of the Committee and reducing the number of open seats from,four to
three.
After the City Council meeting on February 24, 2009, staff sent letters, via certified mail, to the
proposed participants requesting that each organization provide a representative to take part in
the Committee. In addition, staff re -invited the Castaic Town Council and Los Angeles County
representatives from the Fifth District and the Department of Public Works. The letter to the
Castaic Town Council was returned to the City unopened.
To fill the three open seats of the Committee, staff created an application process. The City Clerk
noticed and released the application details on March 30, 2009. Applications, along with three
letters of recommendation, were due to the City Clerk on April 13, 2009 A total of nine
applications were received.
The Waste Diversion Subcommittee convened April 14, 2009, to receive the submitted
applications. The Waste Diversion Subcommittee convened again on April 30, 2009. As a result
of a number of proposed organizations choosing not to participate; such as the Castaic Town
Council and Los Angeles County representatives from the Fifth District and the Department of
Public Works, staff proposed to include four applicants from the open seat application process.
The Val Verde Civic Association indicated that they would be submitting a member of their
organization to participate in this Committee. To date, staff has been unable to get the name of
that person despite numerous phone calls to their Association's representatives on May 4, 5, 8,
14, 19, and 27, 2009.
Additionally, with respect to the the Sierra Club representative, Staff was concerned that the
representative initially proposed might be perceived as having a conflict of interest and/or bias
due to lawsuits brought against the City, one of which directly affected the Recycling Facility. A
letter was mailed on May 28, 2009, to the Sierra Club requesting an alternative selection for the
Committee.
At the request of Councilmember Kellar, the proposed list of Committee participants (attached)
is before the City Council for final approval. Staff will move forward with scheduling the
proposed activities upon City Council's approval of the Committee members. For reference, the
approved Committee outline and methodology is attached.
