AGREEMENT WITH THE COUNTY OF LOS ANGELES TO
PROVIDE PUBLIC TRANSPORTATION SERVICES FOR FISCAL
YEAR 2009-10

RECOMMENDED ACTION .
City Council approve an Agreement with the County of Los Angeles to provide public
transportation services in unincorporated areas in an amount not to exceed $2,093,000, authorize
the City Manager or designee to execute the Agreement, or modify the award in the event that
issues of impossibility of performance arise, subject to City Attorney approval, and reduce the
fiscal year 2009-10 County Contributions revenue account 700-4425.001 by $307,000 to
correctly reflect the $2,093,000 revenue to be received from the County of Los Angeles for
public transportation services.
BACKGROUND
In August 1991, the City assumed responsibility for public transportation services in the Santa
Clarita Valley from the County of Los Angeles Department of Public Works. In return, the
County provides funds for service in the unincorporated areas. Based on the current allocation of
public transportation service in the unincorporated versus incorporated area, the County
contribution has decreased by $307,000, due to the annexation of unincorporated service areas
into the City of Santa Clarita. The Agreement is renewed annually.
This funding covers jurisdictional shares of operations and administration as follows:
12.6 percent of local bus service costs
21.68 percent of commuter express bus service costs
12.2 percent of paratransit (Dial -A -Ride) service costs

• Bus procurement costs are shared by the County using the above allocations
• 15 percent administrative overhead fee
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Reduce the fiscal year 2009-10 County Contributions revenue account 700-4425.001 by
$307,000 to correctly reflect the $2,093,000 revenue to be received from the County of Los
Angeles for public transportation services.
The County maximum contribution is $2,093,000 for Fiscal Year 2009-2010. The contract
expenditure and revenue have been incorporated into the Fiscal Year 2009-2010 budget.
