NEW BUSINESS DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: November 10, 2009 / OL NOMINATION AND APPOINTMENT OF ARTS COMMISSION MEMBERS Administrative Services RECOMMENDED ACTION City Councilmember nominate and approve appointments to the Arts Commission. BACKGROUND At the regular meeting of August 25, 2009, the City Council approved the formation of an Arts Commission for the City of Santa Clarita, and directed the City Clerk to post and publish the Notice of Vacancy for five Arts Commission positions. The deadline for receipt of applications was September 30, 2009, at which time the City Clerk submitted copies of the applications received to the City Council. Eighteen applications were received for the Arts Commission. Two of the applications were received after the 5:00 p.m. deadline. A list of applicants for the Arts Commission is attached. Nominations are now appropriate for approval by the entire City Council to fill the five seats from the following: Mayor Ferry One Arts Commissioner (eight-month term) Mayor Pro Tem Weste One Arts Commissioner (eight-month term) Councilmember Ender One Arts Commissioner (two-year and eight-month term) Councilmember Kellar One Arts Commissioner (two-year and eight-month term) Councilmember McLean One Arts Commissioner (eight-month term) 8NrpROdED After appointment to the Arts Commission, eight-month terms will expire July 31, 2010, and two-year and eight-month terms will expire July 31, 2012. It is anticipated each newly appointed Commissioner will be seated at the first meeting of the Arts Commission, scheduled for December 17, 2009. Five positions are to be filled. The Commission is made up of five members with an interest in arts issues within the City of Santa Clarita. From those conversations emerged a two year long series of monthly conversations in Jaylene's living room, which we loosely called "Let's Talk About Art". Sandy Fisher also collaborated ith us to make these talks happen. Each month, we invited influential people from the community to ;talk about art. Some were artists, some were in art organizations, some were patrons of the arts, and some . ere politicians. We had very vigorous conversations about art, and many great ideas emerged. From joining the local Rotary Club to serving on local committees, Jaylene has made an impact through caring. By caring and participating she has met many new friends. Over the past several years, I have witnessed our city and its residents increase their interest and support of the arts. The start up of the Commission sets the stage for furthering the benefit of the arts to our community and I know I possess the skills to be a major contributor in this effort. I am knowledgeable about the needs of the arts community, as an artist and immediate past president of the Santa Clarita Artists' Association; while as a business person I understand the city's need to see a return on investment. As you are aware arts education is limited or non-existent in many of our schools, despite the best efforts of the PTAs and educators. Children that participate in the arts are much more likely to be high academic achievers, elected to class office, participate in math and science fairs and win academic awards As a commissioner I would enlist the help of the arts organizations in order to enhance and supplement the school districts' efforts in this area As a homeowner I have a vested interest in Santa Clarita. I want to ensure that our city remains one of the top places to live and work The arts are vital to the quality of life and impact decisions on where to buy a home If the arts are present in a community, then well educated individuals are attracted maintaining home values while providing businesses with a highly capable work force. At a more visceral level, I believe that the arts are an important component of any culture. The arts provide more than a visual or auditory experience, they provide meaning and allow people to expand their horizons The arts can transport us both emotionally and intellectually. As an original steering committee member selected at the establishment of the Arts Advisory Committee in 2001 (letter of acceptance attached), I have faithfully executed the duties of a committee member (including committee chair), to the present day. I have obtained a wealth of knowledge starting from the historical first meeting and throughout its formation. I am excited to offer "an anchor," so to speak, as one who has firsthand experience charting the course from the beginning, ready for the challenges of the next level. I believe my experience on the committee can be extremely beneficial to stabilize the transition with the vision created upon its inception. I am well-rounded in all the arts disciplines, although I choose visual art as a forte because I believe minorities should have more role models in visual art, notwithstanding the many superb African American pioneers in the performing arts. My involvement in the arts nationally began with my dad in the Ann Arbor Civic Theatre. I obtained scholarships and have toured with theatrical companies and have been on several television shows (credits available upon request). I have also produced several concerts and variety shows showcasing singers and dancers in Santa Clarity These shows air locally on SCVTV. Currently, I am updating my media and broadcast experience through Media Arts at College of the Canyons, which I believe will be a vital part of communication and arts awareness in Santa Clarita. A summary of my civic experience in Santa Clarita began in 1994, as we launched our first public art workshop and exhibit with the City called "Art at the Park." During the next few years, JoAnne Darcy was a guiding light to us and was always there to watch over various arts events we produced. It has been an honor to have Mayors Cameron Smyth, Marsha McLean, Laurene Weste, and Bob Kellar personally take part as eyewitnesses to our efforts over the years. Cameron Smyth stated that our endeavors have made Santa Clarita "a beacon of hope" for families in other parts of the world. Political accolades in the arts include having our young artists recognized by President Ronald Reagan, congratulations by Vice President Dan Quayle on behalf of the Bush Administration, and collaboration with Congressman Buck McKeon and his wife Patricia for artwork to represent our district in Washington D.C. (photos attached). I am the recipient of a government scholarship to Detroit Federal Theatre of the Arts and currently have a six-year scholarship at Santa Clarita School of Performing Arts (SCSOPA recently received top national honors by the U.S. Commerce Department). Lidding young artists throughout the Santa Clarita Valley, showcased their skills during the Citywide Youth Art Exhibit reception held at the Valencia Public Library. on Saturday, Aug. 19. The exhibit was open to all young artists ages 4-17. and featured 95 pieces of art, rang- ing angying from paintings and drawings, to photography and ceramics. The student show was displayed at the library Aug. 7-27. The work show- cased a myriad of thoughtfully rendered paintings and drawings, ranging from landscapes, portraits, to colorful abstracts. "There are some really talented artists here today," parent- Gus Guzman said. "Che imagination they possess is pretty amazing." Guzman's daughter Erica, 8, was one of 55 artists who proudly dis- played their professionally framed or mounted works of art in the community room of the Library. Erica's oil rendering titled Winter Cabin," displayed the skills she has learned in her art classes. "You can learn how to draw, and how to rmx colors;' Erica Guzman said of her interest in art. Even children who did not have their art displayed. were able to get in on the fun, as they let their imagination run wild, while they created their own masterpieces on a "wall mural." "The kids were having a blast;" Gloria Locke, coordinator of the exhibit, said. "I think that it is so important for the artists to have their work displayed and to know that their work has touched someone," Locke said. Visitors to the event were also treated to cookies and punch, courtesy of the Friends of the Library. As a part of the festivi- ties, each individual artist was recognized by Locke. To recog- nize the work of the artists, Locke presented each child with a Certificate of Recognition. All certificates were signed by Mayor Jo Anne Darcy, commem- orating the event. Parent, Tal Moore, was impressed by the day's activities. "It was quite an experience. This was my daughter's first year in the exhibit, and she was very enthused about participating," NATHAN CASWELLnhe Signa Children signed a book to be sent to Tamriko Arabuli, a artist from the former Soviet Union, whose work was exhibit- ed alongside local artists at the Citywide Youth Art Exhibit. It was fun to see my work on display;' Etkah Moore said of her framed painting of a puppy and bear. Most of parents to attendance agreed that art was a very impor- tant part of their child's educa- tion. "I want my son to have a broad education, and to experi- ence more than just academics;' parent Rayling Cheng said. Cheng's son, Matthew, 9, has been taking art classes with Locke, at Young Art School of Fine Art, since he was a six-year-old. His oil painting, titled "Che Scenic Route," showcased his understand- ing of colors and textures. "She doesn't just teach skills, she teaches the children to really appreciate all art.'- Cheng said of Locke's teaching style. Locke explained that while many of the students who partici- pated, haled from Lockes' own Young at Art Studio, the event was open to anyone, who wanted' to participate in the event. Many other studios, as well as self- taught artists had the opportunity to showcase their work as well. "Everything here is what every- body wanted to enter," Locke explained. "I think its very important for artists to have their work displayed and appreciated." A talented artist herself, Locke remembers well, the excitement she felt, when at the age of five, her elementary school teacher recog- nized Locke's talent. Locke said that she would never forget the thrill of seeing her artwork dis- played in a prominent place up on the wall of her classroom for every- one to see. Another special moment for Locke, was the time when. at n the age of 16, her work was special- ly selected to be displayed in the Detroit Museum of Art. "It was so important to me. Those two things really stand out in my memory;' Locke said. It was that sort of recognition that propelled Locke into pursuing her passion for art. and sharing that passion with others. Locke's citywide youth exhib- it, served as an outreach program to a young artist to Russia. Now in its third year in Santa Clarita. the Citywide Youth Art Exhibit has dedicated each exhibit with a special display recognizing an extraordinary young artist. This is the first year that the Santa Clarita Valley has sponsored a fellow artist from abroad. Tamriko Arabuli, who sent her work in from Tbilisi. Georgia, a former republic in the Soviet Union. was the honored recipient of the dedication. The children seemed enthralled by the idea of having art work from another country displayed along side of their own. They took delight in signing a card thanking Arabuli for sharing her art with students in the United States. In an excerpt from a letter Arabuli sent to the children, along with her art work, Arabuli wrote, "I am I l years old... I love draw- ing very much. I draw with gouaches. I often take part in the exhibitions. I have a diploma too. I play the guitar, and study English, too. I love nature very much, so I have a lot of flowers at home ... Love, Tamriko. Locke hopes to make a tradi- tion of featuring an artist from abroad each year, in an effort to encourage local children to reach out to the global community, while broadening their under- standing of the culture of others. Reasons for wanting to serve: To me community is what breeds social harmony, or is at least the path most taken. And no community is immune to the effects caused by the liberal arts. The liberal arts are the keystone to unlocking a child's potential as imagination coupled with ingenuity spawn new ideas and usher in clarity in an otherwise hazy existence. The arts can touch us in ways that no other branch of science has been able to achieve. Everyday there are advances in every field of science that go virtually unnoticed. It's not the society has become complacent with the arts. It's just that they lose out to personal entertainment, something that asks very little and gives even less. I would like to aid to a better understanding of the arts and how they play such a crucial role in ours, as well as every society since the dawn of time. Guided by my years of study, and compulsive research I strive to make sense of the universe and all things in it as any philosopher attempts. However, I found if one just looks in his or herself they can almost always find the answers they seek. And that is exactly what my current thesis examines, inner strength in a time of decadence, making that paradigm shift from consumer to progenitor. If given the chance I will do whatever is in my power to help push our community towards an intellectually rich culture which hopefully one day could achieve glory reminiscent of the House of Medici's influence in the Tuscan art scene of the High Renaissance. Lofty goals I'm sure, however, every great society that has stood the test of time would have concurred, but pursued nonetheless.
