SUBJECT: CITY COUNCIL AUTHORIZATION TO: A) AUGMENT TWO
EXISTING OVOV RELATED CONTRACTS, ONE TO IMPACT
SCIENCES AND ONE TO LILBURN CORPORATION
INCLUDING CONTINGENCY EXPENDITURES; AND B)
EXTEND TERM OF EACH. CONTRACT BY TWO YEARS; AND
C) APPROVE BUDGET TRANSFER REQUESTS

RECOMMENDED ACTION
City Council:
a) Authorize augment of existing contract to Impact Sciences for the preparation of the OVOV
EIR in the amount of $59,000 plus a 15% contingency expenditure amounting to a total budgeted
increase of $67,850; and
b) Extend tenn of the Impact Sciences contract two years to May 1, 2011; and
c) Approve budget transfers of:
- $19,000 from 13000-5161.002 to 13100-5161.002
- $1,000 from 13100-5121.001 to 13100-5161.002
- $35,000 from 13100-5161.001 to 13100-5161.002
- $1,000 from 13100-5161.004 to 13100-5161.002; and
d) Authorize augment of existing contract to Lilburn Corporation for the preparation of the
OVOV General Plan in the amount of $13,296 plus a 15% contingency expenditure amounting to
a total budgeted increase of $15,290.40; and
e) Extend tenn of the Lilburn contract two years to January 31, 2011

BACKGROUND
On July 10, 2007, the City Council awarded Impact Sciences a contract in the amount of
$446,842.00 for the preparation of the City of Santa Clarita and County of Los Angeles One
Valley One Vision (OVOV), Joint Valleywide General Plan Environmental hnpact Report (EIR).
On June 12, 2007, the City Council awarded Lilburn Corporation a contract in the amount of
$231,083.00 for the preparation of OVOV, the Joint Valleywide General Plan
Due to unforseen factors in preparing the final OVOV and EIR products, including work items
requested by staff, additional environmental studies, further field work, and increased mapping
have resulted in the need for these augments.
The writing and preparation of OVOV and its associated EIR are nearing completion. A 60 -day
circulation period for public review is anticipated for later this summer with public hearings
before the Planning Commission to begin in September 2009.
ALTERNATIVE ACTIONS
Any other action as detenmined by the Council.
FISCAL IMPACT
No new funding allocation is being requested. Funds for the Impact Sciences augment will be
available from the requested budget transfers and other existing budgeted funds. Further, some
of the costs for the total hnpact Sciences' contract will be paid for by funds contributed by the
County of Los Angeles. Requested funds for the Lilbum Corporation augment are contained in a
decision package as part of the proposed fiscal year 2009/10 annual City budget.

Description of Work Assignment:
Impact Sciences is requesting a contract amendment for services performed to cover additional
efforts required for the following EIR sections: introduction, biological resources, air quality,
global climate change, noise, and land use. We are also requesting additional funds for additional
graphics. These additional efforts have included:
Introduction: Preparation and review of two response to comments tables compiling comments
from NOP letters and the scoping meeting with responses indicating where comments are
addressed in the General Plan elements or the EIR ($10,600).
Air Quality: Additional efforts were required for the air quality analysis than originally budgeted
due to the number of URBEMIS runs ($3,400).
Global Climate Change: A global climate change section was added, which was not included in
the original budget ($6,000). Per discussion with the City during April 2009, Impact Sciences will
be conducting additional analysis for the global climate change section. This additional analysis is
estimated to cost an additional $7,000.
Biological Resources: Additional effort on the biological resources sections and oversight on the
mapping information ($3,300).
Noise: Additional efforts were required for the noise analysis than originally budgeted due to the
expanded scope of the analysis ($5,000).
Land Use Changes: The land use sections were revised three times due to changes in the land use
map, acreages, and land use categories. ($5,500).
Graphics: Additional work has been spent on the preparation of graphics than was originally
budgeted. Due to the work load for the City of Santa Clarita GIS staff, Impact Sciences' time
spent on production of graphics for the EIRs was higher than anticipated ($3,000).
Screencheck Administrative Draft: Additional calculations were performed in some of the EIR
sections to provide for the new population buildout figure of 275,000. This information was
cycled through the document more than expected. We have also responded to multiple sets of
EIR review comments and changed the document formatting more than expected. To complete
the remaining sections of the Screencheck administrative draft EIR and to provide review of the

remaining sections we are requesting an additional $15,200. This amount also includes Impact
Sciences' time to review the wording for the goals, objectives, and policies in all the EIR sections
for the City and County per revisions to the General Plan elements.
