AWARD CONTRACT FOR SEASONS PRINTING

RECOMMENDED ACTION
City Council award contract to Rodgers & McDonald Printing, subject to the right of the City
Manager to modify the award in the event issues of impossibility of performance arise, and
authorize City Manager to execute the contract subject to City Attorney approval, for the printing
of SEASONS Magazine for an amount not to exceed $32,842.23 per issue, for four issues
annually from account number 15102-5101.004. The award is for an initial terin of one year and
has three optional renewal years. City Council deem The Standard Register Company
non-responsive because they were unable to comply with the 24 hour time period requirement for
the press check.
BACKGROUND
An invitation to bid was prepared and published two times, May 7 and May 10, 2009, and was
conducted in compliance with the support of Santa Clarita businesses program. The notice was
forwarded to the Chamber of Commerce and Valencia Industrial Association and 115 suppliers
on file. The bid was posted on the City's website and downloaded by 76 companies. Sixteen
suppliers submitted bids which were opened by Purchasing on June 8, 2009. The results of the
bids are as follows:

As RR Donnelly listed a Saugus address, staff checked to see if indeed the working address,
where the printing would be done, is within City limits. If a vendor has a working address within
the City they may benefit from the City of Santa Clarita Shop Local Initiative (Purchasing
Policy, Section 2. 0). This initiative allows staff to contact the local vendor whose bid was within
5% of a non -local vendor, and provide them an opportunity to meet the low bid. The policy will
be amended July 1, 2009, to increase the 5% threshold to 10%. Staff found that the actual
printing or "manufacturing location" of RR Donnelly was in Missouri and the "Saugus address"
business card for RR Donnelly lists a Glendale address. Finally, even with the current 5% or
soon to begin 10% local preference, this bid would not have been the lowest qualified bid.
Clear Image Printing was a "no bid" as they did not supply a price for the printing of SEASONS.
Rodgers & McDonald Printing was reviewed for accuracy and conformance to the contract
docume nts and found to be complete. Staff finds Rodgers & McDonald Printing to be the lowest
responsive, responsible bidder.

Other action as determined by the City Council.
FISCAL IMPACT
SEASONS Magazine printing was included in the FY 08/09 budget from account number
15102-5101.004.
