RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT
PROPOSAL FOR THE STATE OF CALIFORNIA BICYCLE
TRANSPORTATION ACCOUNT

RECOMMENDED ACTION
City Council adopt a resolution authorizing the City Manager or designee to execute all
documents and submit a grant proposal for the State of California Bicycle Transportation
Account.
BACKGROUND
The State of California Bicycle Transportation Account (BTA) provides state funds for City and
County projects that improve safety and convenience for bicycle commuters. The California
Department of Transportation awards competitive grants to eligible local agencies on an annual
basis. In Fiscal Year 2010-11, $7.2 million is available statewide for projects. Projects cannot
exceed $1.8 million in total cost, although the awards history shows that most projects are
awarded approximately $200,000 to $400,000.
With the adoption of the City's BTA Compliance document in 2007, the City is eligible to apply
for BTA grant funding. The BTA Compliance document focuses on bicycle -related projects and
describes existing and proposed bicycle facilities. The adoption of the Non -Motorized
Transportation Plan (which includes the BTA Compliance document) positions the
City competitively for these types of grants since many agencies are not eligible to receive these
funds without a bicycle plan. During the last BTA grant cycle, Santa Clarita was only one of two
agencies that received funding in Los Angeles County.
Staff recommends an application to request $390,564 be submitted for the bicycle video
detection project. Video detection uses cameras mounted on the signals to detect the presence of
vehicles. Because the cameras are not dependent on metallic objects to detect vehicles, they are
seen as a superior solution as compared to in -pavement loop detectors. This project is a

significant improvement for cyclists. When traffic signals do not detect the presence of cyclists,
the rider will either have to wait until a car drives up to activate the light or dismount to push the
pedestrian button. Video detection automatically detects the presence of a bicycle waiting at a
traffic signal, eliminating the need for the cyclist to wait for a car or dismount.
This project was selected due to its eligibility for the funding source, transportation benefits,
connectivity, cost, safety, constructability, and potential for multiple uses. Los Angeles County
Bicycle Coalition supports this project, and there is no impact to motorists. The project proposes
to add bicycle video detection along Bouquet Canyon Road (from Seco Canyon Road to Plum
Canyon Road) and Soledad Canyon Road (from Canyon Country Park to Shadow Pines
Boulevard). These two road sections already have Class II bicycle lanes and video detection will
facilitate faster and more convenient bicycle trips.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
There is no fiscal impact at this time. The estimated total project cost is $433,960. If the
application is awarded, the Bicycle Transportation Account will fund in Fiscal Year 2010-11 a
maximum of 90 percent of the project cost or $390,564. The City must provide a minimum of
10 percent local match funds or $43,396. It is unknown at this time if the project will be funded
in full or in part by the BTA fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A
GRANT APPLICATION TO THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION BICYCLE TRANSPORTATION ACCOUNT
WHEREAS, consistent with the California Bicycle Transportation Act, the Bicycle
Transportation Account (BTA) provides for disbursement of funds from the State Transportation
Funds for eligible claimants for the purpose of bicycle projects that improve safety and
convenience for bicycle commuters; and
WHEREAS, the California Department of Transportation Bicycle Facilities Unit
administers the BTA; and
WHEREAS, the California Department of Transportation has requested applications from
eligible agencies for Fiscal Year 2010-11; and
WHEREAS, said procedures established by the California Department of Transportation
Bicycle Facilities Unit require the applicants governing body to certify by resolution the
authorization to make application to the program and certify the availability of the required ten
(10) percent local match; and
WHEREAS, the City of Santa Clarita will enter into an agreement with the State of
California for the project.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Approve the filing of an application for local assistance funds
administered under the California Department of Transportation BTA for the project.
SECTION 2. Certify that the City of Santa Clarita has or will have sufficient funds to
provide the required minimum ten (10) percent match for the grant.
SECTION 3. Authorize the City Manager or designee to execute all documents and file
the project application along with all necessary supporting documents with the California
Department of Transportation for allocation of BTA funds for Fiscal Year 2010-11.
SECTION 4. That the Bicycle Transportation Account Compliance document meets the
State of California BTA requirements to qualify for grant funding by focusing on the City's
bicycle -related projects and describes the existing and proposed bicycle facilities.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
