City Council approve the plans and specifications for the 2008-09 Circulation Improvements, Project C0033, and award the construction contract to PCI in the amount of $76,060, and authorize a 15 percent contingency in the amount of $11,409, for a total not to exceed $87,469 from Account C0033230-5161.001. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The proposed project will install additional lanes on Whites Canyon Road, Via Princessa, Copper Hill Drive, and Valencia Boulevard to increase roadway capacity and reduce congestion without widening the street. The striping modification at Railroad Avenue will accommodate a bus shoulder in front of the Newhall Metrolink Station, thus allowing northbound traffic to flow without waiting behind the bus. In addition, one travel lane on Tournament Road will be reduced and a bicycle lane will be added. This improvement will also enhance the pedestrian crossing at Golf View Drive by reducing walking distance. As a part of a future roadway resurfacing project on Via Princessa and Whites Canyon Road, the striping modification will include potential Class II or III bike lanes. As part of the Fiscal Year 2008-09 budget, the City Council approved the Circulation Improvements project to address congestion along major roadways in the City. The initial budget request only included four roadways: Whites Canyon Road, Via Princessa, Copper Hill Drive, and Valencia Boulevard. Staff also included Tournament Road and Railroad Avenue as part of this bid since they were also striping -related projects. The new striping improvements will include: • Whites Canyon Road between Soledad Canyon Road and Steinway Street — the modification will add a northbound third lane. • Via Princessa between Sierra Highway and Whites Canyon Road — the modification will add an eastbound and westbound third lane. • Copper Hill Drive between Newhall- Ranch Road and Alta Vista Drive — the modification will add a fourth eastbound lane. • Valencia Boulevard and Rockwell Canyon Road — the modification will add a westbound second left -turn lane. • Tournament Road between Golf View Drive and Wiley Canyon Road - the modification will add bicycle lanes. • Railroad Avenue in front of the Newhall Metrolink Station - the modification will add a bus shoulder. An invitation to bid was prepared and published two times, April 9, and April 12, and was noticed to area plan rooms and the City's website. Two bids were submitted to the City and opened by Purchasing on May 7, 2009. The results of the bids are shown below: Company Location Bid Amount PCI Long Beach, California $ 76,060 Sterndahl Sun Valley, California $103,425 Staff recommends that the project be awarded to PCI, the lowest responsive bidder. PCI possesses a State Contractor's License and is in good standing with the State Contractor's License Board. References indicated that this contractor has performed work to their satisfaction. The bid of $76,060 was reviewed for accuracy and conformance to the contract documents. The remaining budget of $12,531 will be used for inspection services, labor compliance, staff oversight, and miscellaneous project administration costs. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Sufficient funds in the amount of $100,000 have been budgeted for the Circulation Improvements in Account C0033230-5161.001. These funds will adequately provide for the contractual obligation of $87,469. The remaining budget of $12,531 will be used for inspection services, labor compliance, staff oversight, and miscellaneous project administration costs.
