AWARD POOL CHEMICAL CONTRACT FOR CITY POOLS

RECOMMENDED ACTION
City Council find' the bid from Waterline non-responsive due to failure to complete the bid
response correctly.
2. Award a contract to Inter Valley Pool Supply, Inc. for pool chemicals, for an initial term of one
year, with the option of two additional renewals in an amount not to exceed $104,527.15
annually.
3. Authorize the City Manager, or designee, to modify the award in the event issues of
impossibility of performance arise, subject to City Attorney approval. Authorize City Manager,
or designee, to execute all documents, subject to City Attorney approval, and execute two
renewals at an annual cost not to exceed $104,527.15 plus the cost of any Consumer Price Index
(CPI) increases.
BACKGROUND
The City of Santa Clarita operates and programs six aquatic facilities, which include five
community pools and the Aquatic Center. In order to safely and legally operate these facilities,
various chemicals are required to maintain proper water balance and to meet sanitation standards
and requirements.
In May 2009, the City's Purchasing Division, in partnership with the Recreation Division, issued
an Invitation for Bid for the supply of pool chemicals at all City pools. The bid was publicly
advertised twice in local papers on May 21 and May 24, 2009, and was conducted in compliance
with the Support of Santa Clarita Businesses program. The notice was forwarded to the Chamber

of Commerce and Valencia Industrial Association and 22 suppliers on file. The bid was posted
on the City's website and downloaded by 16 companies. Five suppliers submitted bids opened by
Purchasing on June 23, 2009, and the results of the bids are shown below:

Of the five bids, only two were deemed to be complete and fully responsive. Staff reviewed all
bids and found Inter Valley Pool Supply, Inc. to be the lowest, responsible, completed bid that
also met all necessary insurance requirements.

FISCAL IMPACT
The funds for this bid are budgeted in Fiscal Year 2009-10, in Account 15104-5111.001, in the
amount of $104,527.15.
