City Council award a four-year contract for Citywide street sweeping to Clean Sweep Environmental, based on Option B, in an amount not to exceed $562,224 annually. 2. Authorize the City Manager or designee to execute one annual renewal not to exceed $562,224 each, plus Consumer Price Index (CPI) adjustments, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year and execute all documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) places a high emphasis on quality of services. As such, City staff utilized the "Multiple Criteria" bid process in accordance with the Municipal Code. This process allows for the inclusion of other criteria, in addition to price, into the selection of the contract providing the best cost and benefit to the City. The selection criteria used consisted of the following: • Price • Contractor's experience • Equipment inventory • Evidence of comparable experience • Evidence of good standing • Subcontractors • Personnel information NP PRO ED The Invitation to Bid requested pricing with two options: Option A - consisted of sweeping every street every other week, arterials weekly, trails weekly, City -owned parking lots monthly, and an allowance of weekly sweeps during the fall season. Option B - consisted of sweeping every street once per month, arterials weekly, trails weekly, City -owned parking lots monthly, and an allowance for weekly sweeps during the fall season. The Invitation to Bid was published three times: February 15, 2009, February 18, 2009, and February 22, 2009, and posted on the City's website. Notifications were sent to the Chamber of Commerce, Valley Industrial Association, and 18 suppliers on file. The Invitation to Bid was downloaded from the City of Santa Clarita's website by 25 suppliers who requested an opportunity to bid. Only five suppliers submitted bids opened by the Purchasing Division on March 16, 2009, and the results of the bids are shown below: Vendor Location Bid Option A Bid Option B Clean Sweep Environmental . City staff found the lowest cost bid from Clean Sweep Environmental satisfied the required criteria and that Option B provided the best value. If the City Council approves staff s recommendation, sweeping frequency will be decreased from every other week, from approximately February through October (depending on when the leaves start to fall) to once a month. During the period of time when the leaves are falling, the sweeping will occur weekly. Option B is approximately $170,000 less than the current sweeper costs. Staff does not believe the change in service frequency indicated in Option B will have an overall impact, however, staff will address these concerns by monitoring the effectiveness of this new schedule for a six-month period and reevaluate this decision at that time. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $562,224 have been requested in the Fiscal Year 2009-10 budget in Account 14600-5141.003.
