City Council approve the Fiscal Year 2009-10 Citizens' Option for Public Safety (COPS) Grant, provided for by Assembly Bill 1913, from the County of Los Angeles Chief Executive Office (CEO). 2. Approve the request from the Los Angeles County Sheriffs Department Santa Clarita Valley Station to -use the Fiscal Year 2009-10 COPS funds to continue funding the COBRA (Career Offenders Burglary Robbery Apprehension) Team. 3. Establish estimated revenues in account 234-4461.003, Supplemental Law Enforcement Grant, by $86,279.53. 4. Appropriate $86,279.53 to account 16100-5161.001 (Contractual Services). 5. Authorize the City Manager, or designee, to execute any contracts, agreements, or change orders arising out of this program. BACKGROUND Under Assembly Bill 1913 (Schiff-Cardens Crime Prevention Act), COPS provides supplemental funding to cities and counties for frontline law enforcement officers and juvenile justice initiatives. Fiscal Year 2009-10 marks the 14th program year the City of Santa Clarita has been eligible to receive grant funding from this program. The City's initial allocation for Fiscal Year 2009-10 is $100,000 (the minimum required by statute) minus $13,720.47, an overpayment to APPROVED I the City based on the final allocation for Fiscal Year 2008-09, which was determined after payments to cities had already been made. This overpayment from last fiscal year will be reflected as a reduction in Fiscal Year 2009-10 payments, hence, the appropriation of $86,279.53 for the current fiscal year. According to grant requirements, City Council shall appropriate the funds in accordance with a written request submitted by the Chief Administrator of the local law enforcement agency. The Los Angeles County Sheriffs Department Santa Clarita Valley Station has proposed continued partial funding of COBRA staff to enhance the Sheriffs efforts to curb youth crime in Santa Clarita. As a result of last year's funding, the COBRA Team has been able to handle 1,759 juvenile cases, involving 1,181 suspects. The team has been able to continue the Gang Education and Drug Education Programs for all seventh -grade students and the Teen Court Program. COPS funding has also enhanced the COBRA Team's parent/youth counseling activities and increased the scope of their public presentations in the community. Current funding will also assist the COBRA Team in its efforts to apprehend graffiti vandals and operate the City of Santa Clarita Community Court Diversion program. ALTERNATIVE ACTIONS 1. Decline the Fiscal Year 2009-10 COPS Grant funding. 2. Determine alternate use for the Fiscal Year 2009-10 COPS Grant funding. 3. Other action as determined by City Council. FISCAL IMPACT The anticipated cost of this program is estimated to be $86,279.53, to be offset completely by grant revenue. 10%
