HomeMy WebLinkAbout2009-02-10 - AGENDA REPORTS - COUNCIL GOVERNMENTS (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 10, 2009 4 SAN FERNANDO VALLEY COUNCIL OF GOVERNMENTS City Manager's Office RECOMMENDED ACTION City Council direct staff to work with the San Fernando Valley Economic Alliance, formally requesting that the City of Santa Clarita be considered as a full -voting member of the San Fernando Valley Council of Governments. BACKGROUND Currently, the City of Santa Clarita does not participate in a formal Council of Governments. The purpose, or goal, of the City of Santa Clarita to participate in a Council of Governments, is to create forum for open dialogue between cities with similar regional priorities. City staff was requested by the San Fernando Valley Economic Alliance to participate in the formation committee of the San Fernando Valley Council of Governments. City staff chose to unofficially participate in the formation committee to determine if common regional priorities between the San Fernando Valley ("Valley") and the City of Santa Clarita exist. These meetings have provided a venue for the Valley cities and City of Santa Clarita staff to discuss areas where our cities are interconnected. It is evident that the Valley and the City of Santa Clarita have many shared priorities such as transportation and air quality issues, large scale planning goals, and advocacy at regional, state, and federal levels. As has been identified during discussions of the San Fernando Valley Council of Governments formation committee, to be successful in accomplishing goals specific to the region, it is important that regional and inter jurisdictional collaboration take place. At this time, City staff believes it is to the City's interest to formally request that the City of Santa Clarita be considered as an official and full -voting member of the proposed San Fernando Valley �ilf � �UVIS� Council of Governments. ALTERNATIVE ACTIONS Do not pursue consideration as a full -voting member in the San Fernando Valley Council of Governments. Other action as determined by the City Council. FISCAL IMPACT Approval of the recommended action requires no additional resources beyond those already contained within the City's adopted 2008/09 budget. However, if our request to participate in the San Fernando Valley Council of Governments as a full -voting member is approved, staff will return to the City Council to approve the City's terms of participation, which will include membership dues. At this time, the membership dues are unknown, but will be representative of similarly configured Council of Governments in Southern California.
