HomeMy WebLinkAbout2009-08-25 - AGENDA REPORTS - DEFER DEV IMPACT FEES (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: z CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 25, 2009 Robert Newman APPROVE THE DEFERMENT OF CERTAIN DEVELOPMENT IMPACT FEES FOR ONE YEAR TO STIMULATE ECONOMIC GROWTH IN THE CITY OF SANTA CLARITA Public Works RECOMMENDED ACTION City Council approve the deferment of the collection of Quimby, Bridge & Thoroughfare, and Transit Impact development fees to building permit for one year to help stimulate economic growth in the City of Santa Clarita. BACKGROUND On April 28, 2009, the City Council approved the Economic Development 21 -Point Business Plan for Progress. One of the items in this plan is to implement several recommendations of the Development Process Advisory Committee, including an alternative method of fee collection for development impact fees. Under current City conditions of approval, developers, as part of a subdivision, are required to pay all development impact fees prior to map recordation. In the case of other entitlements not involving the subdivision of land, the developer already pays these fees prior to the issuance of a building permit. By deferring Quimby, Bridge & Thoroughfare, and Transit Impact fees specifically for subdivisions from map recordation to time of building permit, the development community will have additional time to pay fees and potentially have more available cash flow. Staff believes these two critical factors will serve as an incentive for the development community to start or continue development and provide the much needed relief they are seeking at this time. ALTERNATIVE ACTIONS Other action as determined by the City Council. APPROVED FISCAL IMPACT In the long term, the deferment of Quimby, B&T, and Transit Impact fees for one year will be balanced by the advantages brought through the economic development the City is encouraging.
