DISCOVERY PARK PROJECT NUMBER P3016 - APPROVE THE
PLANS AND SPECIFICATIONS AND AWARD CONSTRUCTION

RECOMMENDED ACTION
1. City Council approve the plans and specifications for Discovery Park Project P3016.
2. Award a construction contract to R. C. Becker and Son, Inc., in the amount of $314,643.06,
include three bid alternates in the amount of $102,982.00, and authorize a 15 percent
contingency in the amount of $62,643.76, for a total contract value of $480,268.82.
Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
In 2003, the Discovery Park Master Plan, Conditional Use Pen -nit, and CEQA documents were
completed for a 25 -acre park site. The site is located adjacent to the Santa Clara River, along the
west side of Canyon View Drive. The Master Plan identified approximately 12 acres of the site
to be developed as a passive river park, 13 acres within the river to remain undeveloped, and a
City bike/pedestrian path from Soledad Canyon Road to Discovery Park. The bike/pedestrian
path was completed in 2006. Staff held a meeting in February 2001 to provide information to the
public and receive comments relative to the Park Master Plan. The project was modified and a
follow-up community meeting was held in March 2003 for final community review. The final
Master Plan was available for viewing during the 2007 River Rally held at Discovery Park.
This phase of the park will develop approximately 3 acres of the 12 -acre park using Proposition
A Funds. Proposed improvements in this phase include an extension of the Canyon View bike

path, a natural picnic area, a nine -space parking lot, play area with climbing boulders, meadow,
native California and drought -adapted landscaping, low-volume irrigation, handicap -accessible
drinking fountain, bike racks, benches, horse hitching post, and natural boulder walls at the
picnic area and entrance. Staff presented a conceptual plan of the proposed improvements to the
Parks, Recreation, and Community Services Commission on June 4, 2009.
Staff has proposed,two parking lot locations. The base bid parking lot location requires an
easement for access from the adjacent property owner, with whom staff is currently negotiating.
In the event the easement is not granted, the parking lot will be constructed at the alternate
location.
Proposition A funds will finance this project. Funds for this project have been allocated in the
Fiscal Year 2009-10 budget.
An invitation to bid was prepared and published three times, October 18, October 25, and
November 1, 2009, and was noticed to the area plan rooms and the City's website. Plans and
specifications were also sent to area plan rooms.
On November 18, 2009, the City's Purchasing Division received the following 14 bids for the

Staff recommends that the project be awarded to R.C. Becker & Son, Inc., the lowest responsive
bidder. R.C. Becker & Son, Inc., possesses the required state contractor's license and is in good
standing with the State Contractor's Board, The Contractor's bid has been reviewed for accuracy
and conformance to the contract documents and was found to be complete.

FISCAL IMPACT
Funds for this expenditure have been budgeted in the Fiscal Year 2009-10 budget Account
P3016262-5161.001 to fully fund the project with a 15 percent contingency.
