HomeMy WebLinkAbout2009-06-09 - AGENDA REPORTS - ENERGY EFFICIENCY BLOCK GRANT (2)Agenda Item: I I CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: June 9, 2009 Travis Lange SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT (EECBG) PROGRAM FUNDED THROUGH THE AMERICAN RECOVERY AND REINVESTMENT ACT (RECOVERY ACT) DEPARTMENT: Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to execute all documents and submit the Energy Efficiency and Conservation Block Grant (EECBG) to the United States Department of Energy by the June 25, 2009, deadline, requesting $1,565,800 in grant funds. BACKGROUND The Green Energy Incentive Program mentioned below aligns with Point 14 of the 21 -Point Business Plan for Progress. On April 28, 2009, the City Council unanimously approved the 21 -Point Business Plan for Progress, a broad -reaching economic development stimulus program to strengthen our local economy for both the short- and long-term. The 21 -Point Business Plan for Progress will enhance local business partnerships, encourages quality job creation in the area through business retention, expansion and attraction, bolsters retail spending, and attracts external dollars to the community. The Green Energy Incentive Program will provide financial support in the form of a grant to local businesses that wish to upgrade their energy efficiency. The Energy Efficiency and Conservation Block Grant (EECBG) was authorized by the Energy Independence and Security Act (EISA), which was signed into law on December 19, 2007. This block grant program is modeled after the Community Development Block Grant (CDBG) program, where cities and counties are given a direct formula allocation based on population. On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (Recovery Act) of 2009. The $787 billion Federal Economic Stimulus Adopted: 9,6b, oq-gd. allocated $3.2 billion to the EECBG. Of that, the City of Santa Clarita (City) was directly allocated $1,565,800. This is the first time the EECBG has been funded since, -the EISA was signed into law. City staff is proposing to submit the following five programs for funding: Green Energy Incentive Program - $313,160 — Pursuant to eligible Activity 4, the City may establish financial incentive programs for energy efficiency programs that fit the scope of the EECBG. Pursuant to the EECBG rules, up to 20 percent of the total award may be utilized for subgrants. Staff is proposing to take up to the allowable amount of funds and create a business energy -efficiency program. This program would provide grants to local businesses that wish to upgrade their energy efficiency. Retrofit Lighting for Bridges and Lighting at City Facilities — $550,000 — Pursuant to eligible Activity 12, the City may utilize EECBG funds to replace street lighting with energy-efficient technology. This project would replace approximately 140 existing high vapor sodium street lights with induction lighting, saving the City $45,000 per year in energy costs. Additionally, lighting at various City facilities will be retrofitted with energy efficient technology. • Newhall Public Library Energy Upgrades — $500,000 — Pursuant to eligible Activity 6, the City may implement energy efficiency and conservation programs for buildings and facilities. This project would provide energy-efficient upgrades for the Newhall Public Library, which may include day lighting, daylight sensors, energy-efficient lighting, task -appropriate lighting, cool -roof technology, overhangs, improved glazing, night flushing of air, efficient Heating, Ventilating, and Air Conditioning [HVAC], and improved appliances. Volume Based Rate Program — $102,640 — Pursuant to eligible Activity 10, the City may implement activities to increase participation and efficiency rates for recycling programs. This project would include the purchase of 35 -gallon trash containers. The purchasing of these containers would result in the City's franchised solid waste provider being able to implement a volume -based rate program citywide, which will result in an increase in the City's diversion. Ultraviolet -C Emitters for Air -Conditioned [A/C] Coils — $100,000 — Pursuant to eligible Activity 9, the City may implement energy resource technologies that significantly increase energy efficiency. This project would entail the installation of high -output C -wavelength ultraviolet (UVC) emitters at A/C heat exchange coils at various City facilities, including the Sports Complex and Newhall Community Center. These UVC emitters rid the coils of the HVAC unit of bio -film and restore and maintain near original design energy efficiency. This typically produces 10 to 20 percent in energy saving and reduced -maintenance costs. The application package must be submitted by June 25, 2009. All of the proposed projects are subject to approval by the United States Department of Energy. L ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact as a result of this item. It is estimated that funds will be made available between 60 and 120 days following the submittal of the application package. ATTACHMENTS Resolution N RESOLUTION 09- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMISSION OF THE NECESSARY DOCUMENTS TO THE UNITED STATES DEPARTMENT OF ENERGY TO OBTAIN FUNDING THROUGH THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM WHEREAS, The Energy Efficiency and Conservation Block Grant (EECBG) Program was authorized by the Energy Independence and Security Act (EISA), which was signed into law on December 17, 2007; and WHEREAS, on February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (Recovery Act) of 2009; and WHEREAS, as a result of the Recovery Act, a total of $3.2 billion was allocated to the EECBG; and WHEREAS, the City of Santa Clarita will receive $1,565,800 based on a population -based formula allocation; and WHEREAS, the United States Department of Energy has requested applications from eligible applicants; and WHEREAS, the procedures established for receiving the EECBG funds require applicants to designate the proper authority to apply for and recieve the funds. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City of Santa Clarita authorizes the submission of the Energy Efficiency and Conservation Block Grant to the United States Department of Energy. SECTION 2. The City Manager or designee is hereby authorized and empowered to execute in the name of the City of Santa Clarita all necessary documents, including but not limited to, applications, agreements, and amendments necessary to secure grant funds and to implement and carry out the purposes specified in the grant application.
