AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council award the construction contract for the Fiber Optic Communication System,
Project I3001, to Pro Tech Engineering, Corp. in the amount of $75,565, and authorize a 15
percent contingency in the amount of $11,335, for a total contract amount not to exceed
$86,900.
2. Authorize the transfer of $91,900 from the Traffic Signal Maintenance Account
14402-5141.007 to Account I3001354-5161.001.
Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Traffic Operations Center (TOC) enables the process of traffic signal timing to perform more
efficiently through the use of automated data collection, interconnected traffic signals, video
detection systems, and closed-circuit television systems. This project will add fiber optic
interconnect cable to improve the communication along Soledad Canyon Road between Sierra
Highway and Shadow Pines Boulevard, allowing for real-time communication between traffic
signals in this area and the TOC. Furthermore, City staff will be able to bring back all the traffic
data and video images from the cameras and communication devices along Soledad Canyon
Road between Sierra Highway and Shadow Pines Boulevard.

An invitation to bid was prepared and published two times: April 12 and April 15, and was
noticed to the area plan rooms and the City's website. Seven bids were submitted to -the City and
opened by Purchasing on May 12, 2009. The results of the bids are shown below.

Staff recommends that the project construction contract be awarded to Pro Tech Engineering,
Corp., the lowest responsible bidder. Pro Tech Engineering, Corp. possesses a state contractor's
license and is in good standing with the State Contractor's Board. The bid of $75,565 from Pro
Tech Engineering, Corp. was reviewed for accuracy and conformance to the contract documents,
and was found to be complete.
The remaining budget of $5,000 will be used for inspection services, labor compliance, staff
oversight, and miscellaneous project administration costs.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The required transfer of $91,900 from the Traffic Signal Maintenance Account 14402-5141.007
to Account I3001354-5161.001 will fully fund the project to completion. These funds will
adequately provide for the contractual obligation of $86,900. The remaining budget of $5,000
will be used for inspection services, labor compliance, staff oversight, and miscellaneous project
administration costs.
