AWARD GENERAL CLEANING SERVICE CONTRACT

RECOMMENDED ACTION
City Council:
1. Award a two-year cleaning service contract to Oak Springs Nursery, Inc. for the ongoing
maintenance and repairs of street furniture and other amenities in the Newhall Main Street
area, Bid No. SD -09-10-03, in the amount of $55,200, plus a 20 percent contingency of
$11,040, for a total two-year contract amount of $66,240.
2. Appropriate $30,000 from Landscape Maintenance District fund balance (Fund 357) to
account 12543-5141.001.
Authorize the City Manager or designee to execute all contracts and associated documents, or
modify the awards in the event issues of impossibility of performance arise, and execute up to
three (3) annual renewal options not to exceed the annual bid amounts plus Consumer Price
Index (CPI) adjustments, contingent upon the appropriation of funds by the City Council in
the annual budget for such Fiscal Year, and execute all documents subject to City Attorney
approval.
BACKGROUND
The City recently installed public improvements on Main Street, including street furniture,
sidewalk pavers, and boardwalks that will require regular cleaning and maintenance services.
Services include litter pick-up, emptying trash cans, and a deep cleaning of pavers and the Walk
of Western Stars tiles on a regular basis. At a minimum, cleaning services will be conducted
three days a week. The identified service area encompasses the length of Main Street, from
Lyons Avenue to 4th Street.
APPROWED
Special Districts, in conjunction with the City's Redevelopment Division, the Newhall
Redevelopment Committee (NRC), and Old Town Newhall Association (OTNA) collectively
prepared cleaning and maintenance specification to meet the agreed-upon needs of the Main
Street area. Notices to bid for cleaning and maintenance services were published during the
month of August 2009, along with bid notifications that were directed to the Santa Clarita
Chamber of Commerce, the Valley Industrial Association, NRC, OTNA, and 51 known vendors
on file. All bid packages were made available on the City's website and downloaded by 41
firms.
A total of four vendors submitted bids that were opened on September 16, 2009. The results of
the bids are as follows:

Staff reviewed the submissions and determined Oak Springs Nursery as the lowest responsive,
responsible bidder for the respective zone.

There is no impact to the General Fund.
