ADOPTION OF SEWER AND WATER CONNECTION FEE FOR
GOLDEN VALLEY ROAD BRIDGE

RECOMMENDED ACTION
City Council conduct a public hearing and adopt a resolution to establish the sewer and water
connection fee and its associated application fee for certain properties near the Golden Valley
Road Cross Valley Connector.
BACKGROUND
The City is providing advanced funding for the project costs associated with the construction of
water and sewer lines that will benefit certain properties near the Golden Valley Road Bridge
Area. As a result of the funding advancement, the City is establishing a water and sewer
connection fee to be paid by those properties within the Connection Fee Area (Area) that will
connect to the water and/or sewer system. The connection fees will reimburse the City for the
costs associated with the utility improvements.
The purpose of a connection fee is to help mitigate the impact of growth on a utility system. The
connection fee is a one-time fee imposed on a new connection to the utility system and represents
the means by which a new user gains access to the utility system in the defined area. By paying
the connection fee, the applicant pays for their portion of the capital improvements that have
been made in anticipation of their demands on the system.
The sewer and water improvements are located inside of the Cross Valley Connector bridge,
which includes portions of the lands lying north of Newhall Ranch Road, east and southeast of
Bouquet Canyon Road, south of Plum Canyon Road, and west of Whites Canyon Road, in the

City of Santa Clarita and/or County of Los Angeles, State of California. The areas that will be
subject to the connection fee are depicted on the attached map. The Area includes proposed and
existing development. The connection fee for the existing homes has either already been prepaid
or will be paid by the developer. Future development costs will also be borne by the developer.
City staff estimates the total project costs will be $464,442.58 for the water line and $740,128.60
for the sewer line for a total of $1,204,571.18. These are costs that directly benefit those
developments depicted upon the above referenced map.
Determination of Connection Fee
Pursuant to Government Code 66000 et seq., also known as the Mitigation Fee Act, a connection
fee shall not exceed the estimated reasonable costs of providing the service for which the
connection fee is imposed.
In order to determine each parcel's proportionate share of the water and sewer project costs, it is
important to establish an equivalency connection that provides the relationship from one parcel's
utility connection to another parcel in a manner that reasonably reflects each parcel's proportional
use of the water and/or sewer system.
Each parcel within the Area was assigned to a class based on actual or proposed land use, such as
a single-family residence, church, subdivision, or other. Each parcel's land use was assigned
utilizing Los Angeles County Secured Roll information and other available building and zoning
data from City records. After each parcel was classified based on land use they were then
assigned an equivalency ratio.
An equivalency ratio is the differential between the average demands of the basic connection
class and those of other classes. Single-family residences are assigned to the basic class and the
equivalency connection unit ("ECU") for this basic class is assigned 1.00. Those parcels not
assigned to the basic class were assigned ECUs based on their proportionate demands placed on
the system. Industry standards and equivalency factors that have been used by the City in the
past were used to assign ECUs to those parcels.
Once the basis for the sewer and/or water connection fee is determined as well as the cost basis
(cost of water and sewer line) and the demand basis (total number of ECUs), the connection fee
per ECU can be calculated. Then the calculated sewer and/or water connection fee per ECU is
multiplied by the number of ECUs assigned to the parcel.
The cost per ECU for the water line is $1,171.09 and $771.90 for the sewer line. When actual
water and sewer line project costs have been determined, the connection fee per ECU will be
adjusted to reflect the actual costs. Property owners will also be subject to pay an administrative
fee of $83.30 per residential unit. The connection fee will be subject to an annual interest rate of
5 percent and compounded annually. The administrative fee will be annually adjusted by the
Consumer Price Index for all urban consumers in Los Angeles -Riverside -Orange County for the
preceding fiscal year. The Connection Fee and Administrative Fee will become effective on
September 14, 2009 (60 days after adoption).
Termination of Fee
The industry standard for a connection fee of this type is 20 years. As such, staff recommends
the termination of the proposed connection fee be September 14, 2029, or when reimbursements
to the City total $1,204,571.18; whichever occurs first.
ALTERNATIVE ACTIONS
Other direction as determined by the City Council.
FISCAL IMPACT
The total project costs is estimated to be $1,204,571.18. This amount will incrementally be
reimbursed to the City as properties develop and connect to the sewer and/or water line.

GOLDEN VALLEY ROAD BRIDGE
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita on July 14, 2009,
at or after 6:00 p.m. in the City Hall Council Chambers, 23920 Valencia Boulevard., 1 st Floor, to
consider fees to establish a sewer and water connection fee and the associated administrative fee for
properties near the Golden Valley Road Bridge. The purpose of the sewer and water connection fee
is to provide a mechanism for the City to recover its costs for the improvements originally
conditioned for developers to provide. The connection fee amount will be based on a fair share use
of the sewer and water and will be collected from applicants as units develop and connect to the
sewer and/or water system. The purpose of the administrative fee is to recover the costs associated
with processing the applications of property owners that connect to the sewer and/or water line.
Proposed Sewer and Water Connection Fee
The Golden Valley Road Bridge Water and Sewer Line Connection Fee Report sets forth the total
cost of the improvements. If the proposed connection fee and associated administrative fee is
approved, beginning September 14, 2009, the City Council may impose the connection fee at any
rate or amount that is less than or equal to the net connection fee amount. In subsequent fiscal years
beginning with Fiscal Year 2010/2011, the connection fee and administrative fee will be increased
each year based upon the greater of the latest Consumer Price Index for the Los Angeles -Orange -
Riverside County Area.

For a detailed description of the boundaries of the proposed connection fee area, the improvements,
and the proposed connection fees, please refer to the Golden Valley Road Bridge Water and Sewer
Line Connection Fee Report prepared in connection with the proposed project. This report is on file
in the office of the City Clerk, 23920 Valencia Boulevard, Suite 301, Santa Clarita, California.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, ESTABLISHING THE GOLDEN VALLEY ROAD BRIDGE
WATER AND SEWER LINE CONNECTION FEE
WHEREAS, these sewer and water improvements are necessary for the health and safety
of residents within the Connection Fee Area; and
WHEREAS, the City has provided advanced funding for the project costs and
reimbursement is required from surrounding property owners who benefit from the sewer and
water improvements; and
WHEREAS, the City has hired a consultant to conduct a fair -share study, which
accompanies the staff report, to determine the benefiting property owners proportionate share of
costs based on Equivalency Connection Units (ECUs); and
WHEREAS, the established fee is to reimburse the City for costs attributable to
surrounding property owners and future development that benefit from and connect to the sewer
and/or water line; and
WHEREAS, the total construction costs of the sewer and water line is $1,204,571.18; and
WHEREAS, pursuant to the Mitigation Fee Act, Government Code Section 66000 et
seq., the connection fee and administrative fee do not exceed the reasonable costs of providing
the service.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Recitals. The above recitals are all true and correct.
SECTION 2. Connection Fee. As defined in the report, benefiting property owners that
connect to the sewer and/or water line within the Golden Valley Road Bridge Area shall be
required to pay a fee to connect to the sewer and/or water line and an administrative fee. The
amount of the fee shall be calculated using the appropriate number of ECUs, at the time of
connection, for the proposed project.
The Connection Fee per ECU for the water line is $1,171.09 and the sewer line is
$771.90. When actual water and sewer line project costs have been determined, the connection
fee per ECU will be adjusted to reflect the actual costs. The Administrative Fee for the
connection to the Golden Valley Road Bridge sewer and water line is $83.30 per request. The
Connection Fee will be subject to an interest rate of 5 percent and compounded annually.
The Administrative Fee will be subject to annual escalation based on the Consumer Price Index
for all urban consumers in the Los Angeles -Riverside -Orange County.
The Golden Valley Road Bridge Parcel Listing, detailing each parcel's proposed
Connection Fee within the Golden Valley Road Bridge Area, is on file with the City Clerk and
open for public inspection.
Should the assigned ECUs per parcel change as a result of development, a new ECU
calculation for that parcel will be performed and the corresponding Connection Fee and its
associated Administrative Fee will be calculated and collected.
Additionally, if future development results in a number of units that is different from the
amount assigned in the report, the water and/or sewer connection fee per ECU will be
recalculated and proportionally adjusted for each of the new units so that there is no loss in
revenue that will be reimbursed to the City.
SECTION 3. Use of Fee. The proceeds of the Connection Fee shall be used to
reimburse the City for the costs of sewer and water improvements. The proceeds of the
Administrative Fee shall be used to defray the costs in administering the fee.
SECTION 4. Termination of Fee. The Connection Fee and the Administrative Fee for
the Golden Valley Road Bridge Area will sunset on September 14, 2029; twenty years after its
effective date.
SECTION 5. Boundaries. The general location and boundaries of the Golden Valley
Road Bridge Connection Fee Area are shown on the attached map.
SECTION 6. The City Clerk shall certify to the adoption of this Resolution.

INTRODUCTION
The City of Santa Clarita (the "City") is providing advanced funding for the project costs associated with
the construction of water and sewer lines that will benefit certain properties within the Golden Valley Road
Bridge Area (the "Connection Fee Area"). As a result of this advanced funding, the City is establishing a
water and sewer connection fee to be paid by benefitting properties within the Connection Fee Area that
will eventually connect to the water and/or sewer system. The connection fees imposed will reimburse
the City for the costs advanced in order to construct the needed utility improvements.
The purpose of a connection fee is to help mitigate the impact of growth on a utility system and ensure
that everyone that benefits from the system pay their proportional share of the costs. Connection fees
represent the means by which a new user gains access to the utility system equal to the existing users in
a given area. By paying the connection fee, the newcomer to the utility system pays for their portion of
the capital improvements that have been made in anticipation of their demands on the system. A
connection fee attempts to ensure that future growth pays for their portion of the system and is not
subsidized by the existing utility users already connected to the system.
A connection fee is:
• A one-time fee imposed on a new connection to a utility system.
Intended to recover the cost of the capital improvements required to serve the demands in the
area. The connection fee can not exceed the estimated reasonable cost of providing the service
for which it is imposed.

The Connection Fee Area is comprised of all or a portion of three development tracts: Tract 53425, Tract
31803 and Tract 60258. The Connection Fee Area can be more generally described as being portions of
the lands lying north of Soledad Canyon Road, north of Newhall Ranch Road, east and southeast of
Bouquet Canyon Road, south of Plum Canyon Road, and west of Whites Canyon Road, in the City of
Santa Clarita and/or County of Los Angeles, State of California. A detailed description of the lands
located within the boundaries of the Connection Fee Area can be found under Appendix C of this report.

Establishment of a Connection Fee
The following report is structured pursuant to the provisions of Government Code 66000 at seq., also
known as the Mitigation Fee Act, and is referred to commonly as "AB 1600." The Mitigation Fee Act
requires that a public agency imposing a connection fee to issue findings that demonstrate the following:
The purpose of the fee.
The use of the fee.
The relationship between the use of the connection fee and the types of development on which it
is imposed.
The relationship between the public facilities and the type of development on which the
connection fee is imposed.
• The relationship between the connection fee amount and the cost of the public facilities.
These findings are provided in more detail throughout this report.

PROJECT DESCRIPTION
The Connection Fee Area water and sewer improvements are located within the proposed bridge that will
extend from Golden Valley Road to Newhall Ranch Road. The construction of the water line will provide
service to a portion of Tract 53425 only. The constructed sewer line will provide service to portions of
Tract 53425, Tract 60258 and Tract 31803.
Purpose of Connection Fee
The purpose of the water and sewer connection fees is to ensure that anticipated development within the
Connection Fee Area pays its proportionate share of the project costs. The project costs for the utility
improvements are necessary in order to provide continued water and/or sewer service to the properties
within the boundaries of the Connection Fee Area. The connection fees will ensure that the users that
benefit from the water and sewer utility improvements pay their proportional share of the total project
costs of the water and sewer improvements provided by the City.
Use of Connection Fee
The proceeds of the water and sewer connection fees will be used to reimburse the City for the costs
incurred in constructing the needed water and sewer lines. The City has agreed to provide advanced
funding and assume the immediate financial burden of the water and sewer improvements. As properties
develop within the Connection Fee Area, a water and/or sewer connection fee will be paid in order to
defray the financial burden placed upon the City as a result of the utility improvements within the
Connection Fee Area.
Relationship between Connection Fee and Project Development
Parcels located within the boundaries of the Connection Fee Area will be subject to the water and/or
sewer connection fees only. The sizing of the water and sewer line improvements has been designed to
allow for all benefitting parcels to connect to existing utility systems. Parcels that are located outside the
boundaries of the Connection Fee Area will not be serviced by the Golden Valley Road Bridge water and
sewer improvements, and will not be subject to the connection fees established in this report. A list of
parcels subject to the water and/or sewer connection fees can be found under Appendix B of this report.
Relationship between Project Facilities and Type of Development
The water and sewer line improvement projects have been sized to appropriately meet the demands that
parcels within the Connection Fee Area will place on the system. Existing and proposed development
throughout the Connection Fee Area has been accounted for in determining the overall size and capacity
needs of the Golden Valley Road Bridge water and sewer improvements. If anticipated development
changes, parcels will be evaluated and handled in accordance with the "Future Subdivisions" section of
this report.

Relationship between the Connection Fee Amount and Project Costs
The project costs for the water and sewer improvements have been spread to each benefitting parcel
within the Connection Fee Area based upon their proportionate share of the utility improvements. The
basis in assigning the water and sewer connection fees is more fully described in the "Connection Fee
Methodology" section of this report. The calculated water and sewer connection fees do not exceed the
reasonable project costs associated with the Golden Valley Road Bridge water and sewer improvements.
Connection Fee
As development occurs within the Connection Fee Area, properties will ultimately need to connect to the
water and/or sewer improvements in order to establish utility service for the property. Prior to properties
connecting to the utility systems, corresponding connection fees will first need to be paid to the City. The
connection fees established in this report must be remitted to the City prior to the issuance of a building
permit for the property.

Prepaid Connection Fees
The developer for Tract 31803 prepaid the sewer connection fee for all 129 parcels (each parcel
represents one residential unit) that will ultimately connect to the Golden Valley Road Bridge sewer line.
The parcels within Tract 31803 have been included within the Connection Fee Area boundaries but have
been assigned a sewer connection fee amount of $0.00 to reflect their prepaid status.

Administrative Fee
In addition to the water and/or sewer connection fees calculated for each unit within the Connection Fee
Area, an administrative fee, to cover the administrative costs, will also be charged to units that require
connection. Payment of the administrative fee is required when a request for the water and/or sewer
connection has been made. The administrative fee imposed by the City, for each water and/or sewer
connection, is initially set at $83.30 per request. For parcels within the Connection Fee Area that have
more than one unit assigned, the administrative fee will be charged each time a connection request for
one of the units is made.
The $83.30 administrative fee is established for Fiscal Year 2009/10. Beginning Fiscal Year 2010/11,
and each fiscal year thereafter, the administrative fee will be adjusted annually by the Consumer Price
Index for all urban consumers in the Los Angeles - Riverside - Orange County for the December of the
preceding fiscal year. However, at no point in the future shall the annual adjustment to the administrative
fee be negative.

CONNECTION FEE METHODOLOGY
Pursuant

The amount of the water and/or sewer connection fee for each parcel within the Connection Fee Area is
designed to require that new connections to the utility system pay their proportionate share of the project
costs required to serve utility demands of the entire Connection Fee Area.
In order to determine each parcel's proportionate share of the water and sewer project costs, it is
important to establish an equivalency connection that provides the relationship from one parcel's utility
connection to another parcel in a manner that reasonably reflects each parcel's proportional use of the
water and/or sewer system.
Equivalency Connection Units
Utilizing Los Angeles County secured roll information and other available building and zoning data
provided by the City, each parcel within the Connection Fee Area has been identified. The actual or
proposed land use for each parcel has been assigned in order to determine the anticipated development
for each parcel.
Parcels within the Connection Fee Area have been assigned an equivalency ratio. An equivalency ratio
is the differential between the average demands of the basic connection class and those of other classes.
Residential units establish the basic class for which all equivalency ratios will be compared. An
equivalency connection unit ("ECU") for the basic class has been assigned 1.00 ECU. Those parcels not
assigned to the basic class were assigned ECUs based on their proportionate demands placed on the
Golden Valley Road Bridge water and sewer lines. Industry standards and equivalency factors utilized by
the Sanitation Districts of Los Angeles County were considered in the assignment of ECUs to non-
residential parcels within the Connection Fee Area.
Those parcel's that were assigned to the basic class, but will further subdivide into multiple lots, were
assigned ECUs based on the proposed number of residential units anticipated for the parcel. Parcels
without approved subdivision plans, are assigned ECUs based on City land use zoning requirements and
the number of potential lots based on the parcel's current acreage. Further information related to the
future subdivision of parcels and the final number of residential units to be established, can be found
under the "Future Subdivision" section of this report.
Once the basis for the water and sewer connection fees has been determined and the appropriate
number of ECUs assigned to all parcels within the Connection Fee Area, the connection fee per ECU can
be calculated. The total project costs to be reimbursed to the City serves as the numerator of the
connection fee computation. The total number of ECUs that will connect, and ultimately be served by the
utility improvements, serves as the denominator of the computation. The results for both the water and
sewer connection fee per ECU are provided in the tables below:

Actual Project Costs
At the time of establishment, the water line project cost of
$464,443 and the
sewer line project
cost of
$740,129 are estimated costs only. The water and sewer
connection fee per
ECU is calculated
based
upon these estimated project costs. Once the actual water and sewer line
project costs have been
determined, the water and sewer connection fee per ECU
will be adjusted to
reflect the actual
project
costs. The revised water and sewer connection fees will be
subject
to the annual escalation factor
below.
Connection Fee Annual Escalation
The water connection fee of $1,171.09
per ECU and the sewer connection fee
of $771.90 per ECU are
established for Fiscal Year 2009/10.
Beginning Fiscal Year
2010/11, and each
fiscal year thereafter, the
water and sewer connection fees per
ECU will be increased
by five percent (5%)
compounded annually.
Future Subdivisions
Several parcels within the Connection Fee Area are large, undeveloped parcels that will subdivide and
develop at some point in the future. In order to keep assigned ECUs with the portion of the parcel that
will develop, future parcel subdivisions will be monitored. As parcels develop within the Connection Fee
Area, the ECUs assigned to the original parcel at the time of establishment will be spread to the newly
created parcels based on each newly created parcel's proposed land use and development plans.
If a parcel within the Connection Fee Area subdivides in a manner that is different from the original land
use configuration utilized at the time of establishing the water and sewer connection fees then that
parcel's total ECU assignment will be recalculated. The ECU recalculation will be based upon the new
land use classification for each subsequent parcel, as well as the proposed number of units to be
established from that parcel. The total water and/or sewer connection fees for each newly created parcel

Future Unit Reductions
Expected land development was based upon maps and information provided and was considered in the
connection fee calculations. However, it is possible for future development to result in a number of units
that is different from the amount assigned in this report. If future development results in a number of units
that is less than what is proposed in this report, the water and/or sewer connection fee per ECU will be
recalculated and proportionally adjusted for each of the new units so that there is no loss in revenue that
will be reimbursed to the City.
Multiple Unit Assignments
In the event that a parcel within the Connection Fee Area is assigned several ECUs, due to multiple units
being located on the parcel, and subdivides but does not develop all of the units, the owner shall only be
responsible for paying the water and/or sewer connection fee along with associated administrative fee for
those units for which a connection to the utility system is needed and a building permit will be issued.
The remaining units water and/or sewer connection fees will not be required to be paid until a request for
the issuance of a building permit has been made.
