Agenda Item: C� CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: ' Item to be presented by: Curtis Nay DATE: January 27, 2009 SUBJECT: ITS PHASE III AND SIGNAL COORDINATION TIMING, PROJECT I0006 - AWARD DESIGN CONTRACT DEPARTMENT: Public Works RECOMMENDED ACTION City Council award the design contract for the ITS Phase III and Signal Coordination Timing, Project I0006, to Kimley-Horn and Associates, Inc., in the amount of $787,842, and authorize a contingency in the amount of $78,784, for a total amount of $866,626. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The main objective of this project is to continue expanding the existing traffic communication infrastructure, gather traffic information, detect traffic incidents, and provide alternate route information to motorists to avoid congested areas. The project is largely technology based and consists of upgrading the City's Traffic Operations Center (TOC) equipment, installing a fiber optic communication system, implementing the use of up to 10 closed-circuit televisions and 16 system detection stations, and the retiming of over 131 traffic signals. The project further enhances the integration of a traffic signal communication system with the TOC and existing infrastructure. The design shall include field observations, data collection, systems engineering analysis, signal timing and deployment, plans, specifications, and the engineer's estimate. This project is distinct among others due to the overlapping nature of the study, design, and construction. �e " - J li i; u`v V LED On December 18, 2008, Public Works staff received proposals from the following consultants: Company Kimley-Horn and Associates, Inc. Advantec Consulting Engineers RBF Consulting Iteris & Associates Location Woodland Hills, California Diamond Bar, California Irvine, California Tustin, California Based upon proposal information and interview presentations, staff recommends the contract for design of this system be awarded to Kimley-Horn and Associates, Inc. This company has provided similar services, and their references provided positive feedback regarding the quality of work. They employ a large pool of experienced staff and have chosen sub -consultants with extensive knowledge and experience within this particular field. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Adequate funds for the design phase of this project are currently budgeted in Accounts I0006260-5161.001 and I0006354-5161.001. The remaining funds will be used for construction costs.
