City Council to accept Fiscal Year 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) funds from the U.S. Department of Justice, Bureau of Justice Assistance, 2. Increase estimated revenues in account 206-4461.010 by $42,411. 3. Increase estimated expenditures in account 16111-5161.001 (Contractual Services) by $41,411 and in account 16111-5191.001 (Travel and Training) by $1,000. 4. Authorize City Manager, or designee, to execute any contract documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND The City of Santa Clarita has been awarded a grant of $42,411 by the U.S. Department of Justice, Bureau of Justice Assistance, through the Fiscal Year 2009 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. This program allows states and local governments to support a broad range of activities to prevent and control crime, based on local needs and conditions. The funding distribution is based on each city's share of the total violent crime reported within the state. Although the City of Santa Clarita is eligible for $42,411, it is considered a disparate jurisdiction (along with 60 other jurisdictions), with the City of Los Angeles as the designated fiscal agent. As such, the City of Los Angeles is taking seven percent ($2,969) of Santa Clarita's allocation to cover their administrative costs, leaving the City with an adjusted allocation of $39,442. Grant funds will be used for overtime that will enable the Sheriff Station's Community Interaction Team (CIT) and COBRA Unit (Gang and Juvenile Crime Team) to conduct operations that include, but are not limited to, gang suppression, curfew sweeps, graffiti enforcement, truancy sweeps, bike patrols, surveillance, undercover and sting operations, and probation/parole enforcement. In addition, minimal funds will be set aside for attendance at conferences/training. ALTERNATIVE ACTIONS 1. Decline the Fiscal Year 2009 Edward Byrne Memorial Justice Assistance Grant funding. 2. Other direction as determined by City Council. FISCAL IMPACT The total cost of this program is $42,411, to be offset completely by grant funds. IN
