City Council to accept the Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) stimulus funds from the U.S. Department of Justice, Bureau of Justice Assistance. 2. Increase estimated revenues in account 206-4424.012 by $419. 3. Increase estimated expenditures in account 16110-5161.001 by $419. 4. Authorize City Manager, or designee, to execute any contract documents, change orders, or amendments arising out of this program, subject to City Attorney approval. BACKGROUND The City of Santa Clarita has been awarded a grant in the amount of $174,751 from the U.S. Department of Justice, Bureau of Justice Assistance through the Edward Byrne Memorial Justice Assistance Grant (JAG) Program under the American Recovery and Reinvestment Act (ARRA) of 2009. JAG allows states and local governments to support a broad range of activities to prevent and control crime based on local needs and conditions, giving agencies flexibility to prioritize and place justice funds where they are needed most. The funding distribution is based on population and Part 1 violent crime statistics. pr-"% RUVISD The City of Santa Clarita, along with 78 other cities in Los Angeles County, is considered a disparate jurisdiction, with the City of Los Angeles as the designated fiscal agent. As such, ten percent of each city's allocation will go to the City of Los Angeles to cover their administrative costs. This equates to $17,475 of the City of Santa Clarita's grant award. JAG Recovery funds will supplement COPS (Citizens Option for Public Safety) funding from the State of California. The state funding was recently reduced due to the current economic situation. Funds will be used for the salaries of two COBRA detectives whose focus is on juvenile crime and gang violence prevention. This will enhance existing juvenile law enforcement efforts, including programs utilizing traditional JAG funds. JAG Recovery funding will cover these salaries for approximately five months. ALTERNATIVE ACTIONS 1. Decline the Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) funding. 2. Other direction as determined by City Council. FISCAL IMPACT The City of Los Angeles, as the fiscal agent, is taking $17,475 (ten percent of grant funds) off the total allocation. The remaining total cost of this program is $157,276, to be offset completely by grant funds. The original appropriation ($174,332) is included in the proposed Fiscal Year 2009-10 Budget. 10
