RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT
APPLICATION TO THE LOS ANGELES REGIONAL PARK AND
OPEN SPACE DISTRICT

RECOMMENDED ACTION
City Council adopt a resolution authorizing submittal of a grant application for the development
of the East Walker Ranch Open Space internal trail system with connections to the Golden
Valley Open Space trail system and the Santa Clara Divide Trail in the Angeles National Forest,
to the Los Angeles County Regional Park and Open Space District for the 2009 Competitive
Trails Grant Program.
BACKGROUND
Los Angeles County Supervisor Michael D. Antonovich has announced a 2009 Competitive
Grant Program to be administered through the Regional Park and Open Space District. This
program makes funds available for acquisition, development, and/or improvement of real
property for trails and public access projects.
A total of $1,398,180 is available to cities in the Fifth Supervisorial District of Los Angeles
County. The maximum grant amount is $150,000 and applicants are encouraged to submit
projects that create public park and recreational facilities such as bike paths, trails, and public
access points to existing trails.
Upon approval of the resolution, a copy will be sent to the County of Los Angeles to authorize
the submittal of the grant application by the City of Santa Clarita for the 2009-10 Fiscal Year.
City staff intends to use the grant to enhance the trails on the East Walker Ranch Open Space
parcel, the trails on the Golden Valley Open Space parcel, and obtain easements to connect to
two trail systems. The scope of the work will depend upon the amount of the grant.

RESOLUTION 09-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FIFTH
SUPERVISORIAL DISTRICT EXCESS FUNDING FOR EAST WALKER RANCH TRAIL
SYSTEM
WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on
November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
Prevention, Tree Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the
Propositions), which among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of acquiring and/or development facilities and open
space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park
and Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing application
for grant funds under the Propositions, and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application(s) to the District;
and
WHEREAS, said application contains assurances that the City of Santa Clarita must
comply with; and
WHEREAS, the City of Santa Clarita will enter into an Agreement with the District
to provide funds for acquisition and development projects.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. Approves the filing of an application with the Los Angeles County
Regional Park and Open Space District for Fifth Supervisorial District Excess Funds for the
above project, and
SECTION 2. Certifies that the City of Santa Clarita understands the assurances and
certification in the application form; and
SECTION 3. Certifies that the City of Santa Clarita has, or will have, sufficient funds
to operate and maintain the project in perpetuity; and
SECTION 4. Appoints the City Manager Ken Pulskamp, or designee, to conduct all
negotiations and to execute and submit all documents including, but not limited to, applications,
agreements, amendments, payment requests and so forth, which may be necessary for the
completion of the aforementioned project.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
