HomeMy WebLinkAbout2009-09-22 - AGENDA REPORTS - MTA AIR QUALITY MGMT DIST (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 9 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: September 22, 2009 Darren Hernandez AUTHORIZE THE CITY MANAGER OR DESIGNEE TO EXECUTE A LETTER OF AGREEMENT WITH THE LOS ANGELES METROPOLITAN TRANSPORTATION AUTHORITY (METRO) AND THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (SCAQMD) Administrative Services RECOMMENDED ACTION City Council: Authorize the City Manager or designee to execute a Letter of Agreement (LOA) with the Los Angeles Metropolitan Transportation Authority (Metro), for the purchase of seven, 40 -foot buses, in an amount not to exceed $2,245,000 from a Metro grant, subject to City Attorney approval. 2. Authorize the City Manager or designee to execute an Agreement with the South Coast Air Quality Management District (SCAQMD) for a grant in the amount of $247,342 from the Carl Moyer Memorial Air Quality Standards Attainment Program. 3. Appropriate the total project cost of $3,351,000 to expenditure account 12400.5201.003. Increase grant revenue account 700.4621.001 by $247,342 and grant revenue account 700.4424.009 by $2,245,000. The remaining local match of $858,658 to cover the project cost will come from the Transit Fund Balance. BACKGROUND Santa Clarita Transit has a fleet replacement program that meets the.Federal Transit Administration's 12 -year life cycle for transit vehicles. Seven 1997 diesel Gillig buses have IPPRiVED reached their useful life. To assist in funding, staff successfully secured $2,245,000 in grant funds through the Los Angeles Metropolitan Transportation Authority (Metro) 2007 "Call for Projects," and $247,342 was secured through the Carl Moyer Memorial Air Quality Standards Attainment Program. City staff is researching the procurement options to replace the seven buses with Compressed Natural Gas (CNG), alternative fuel 40 -foot local transit buses. Staff will return to Council to award a contract when options have been secured. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no impact to the General Fund with this procurement. The total project cost is $3,351,000, of which $2,245,000 will come from a Metro grant the City secured through the 2007 Call for Projects, $247,342 from the South Coast Air Quality Management District (AQMD) Carl Moyer Grant, and $858,268 from the Transit Fund Balance.
