HomeMy WebLinkAbout2009-05-26 - AGENDA REPORTS - MULTIWAY STOP CONTROLS (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: RECOMMENDED ACTI Agenda Item: ` CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: May 26, 2009 Andrew Yi RESOLUTION AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTIONS OF ALAMINOS DRIVE AT WELLSTON DRIVE, CENTURION WAY AT SCALLION DRIVE, BERNINA AVENUE AT OAKMOOR STREET, AND LAS MANANITAS DRIVE AT GARZOTA DRIVE Public Works City Council adopt a -resolution authorizing the installation of multiway stop controls for the following intersections: • Alaminos Drive at Wellston Drive • Centurion Way at Scallion Drive • Bernina Avenue at Oakmoor Street • Las Mananitas Drive at Garzota Drive BACKGROUND Staff received requests from area residents to investigate the possibility of installing multiway stop controls at the intersections of Alaminos Drive at Wellston Drive, Centurion Way at Scallion Drive, Bernina Avenue at Oakmoor Street, and Las Mananitas Drive at Garzota Drive. Residents have indicated heavy traffic congestion at these intersections, particularly during the morning and afternoon school dismissal periods. These intersections are all located in residential neighborhoods and in close proximity to neighborhood schools. Staff conducted a multiway stop analysis for each intersection, which included the evaluation of vehicular and pedestrian volumes, collision history, and sight visibility at the intersection. The analysis determined the intersections all met the minimum volume warrants for the installation of multiway stop controls in residential neighborhoods. 9 The installation of these multiway stop controls will improve traffic circulation and safety for both motorists and pedestrians at the intersections. The multiway stop controls will provide a gap in the mainstream traffic to reduce delay for motorists entering from the minor street and improve the right-of-way control at the intersections. In addition, these multiway stop controls will help mitigate sight restrictions at the intersections and address traffic concerns from area residents. New stop controls will be placed at the following intersection approaches. to establish the multiway stop controls: • On all approaches of Alaminos Drive at Wellston Drive. • On both approaches of Centurion Way at Scallion Drive. • On both approaches of Bernina Avenue at Oakmoor Street. • On both approaches of Las Mananitas Drive at Garzota Drive. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total estimated cost for these installations, including labor and material, is approximately $4,000. Adequate funds for the installations are currently available in the Fiscal Year 2008-2009 Budget. ATTACHMENTS Resolution Exhibit "A" - Vicinity Map RESOLUTION 09 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTIONS OF ALAMINOS DRIVE AT WELLSTON DRIVE, CENTURION WAY AT SCALLION DRIVE, BERNINA AVENUE AT OAKMOOR STREET, AND LAS MANANITAS DRIVE AT GARZOTA DRIVE WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersections of Alaminos Drive at Wellston Drive, Centurion Way at Scallion Drive, Bernina Avenue at Oakmoor Street, and Las Mananitas Drive at Garzota Drive will benefit from the installation of a multiway stop control. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersections of Alaminos Drive at Wellston Drive, Centurion Way at Scallion Drive, Bernina Avenue at Oakmoor Street, and Las Mananitas Drive at Garzota Drive be designated as multiway stop control intersections. Traffic on both intersecting roadways shall be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings, giving adequate notice thereof, have been placed as described in Section 1. SECTION 3. That staff shall install all the necessary signs and pavement markings to effect this resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
