RECOMMENDED ACTION
Redevelopment Agency appoint seven members to serve on the Newhall Redevelopment
Committee.
BACKGROUND
On February 8, 2005, the Redevelopment Agency voted to establish the number of Newhall
Redevelopment Committee (NRC) members at 13. The Committee Norms were also established
such that every two years the Redevelopment Agency would re-evaluate one half of the current
NRC and at the same time open the process for new member consideration. At this time, seven
(7) vacancies exist as a result of expired terms.
On January 16, 2009, the City Clerk's Office posted and published notice of applications for the
NRC. A total of twelve (12) applications were received. Five (5) current NRC members have
applied for re -appointment while seven (7) new interested persons have applied to serve. All
applicants submitted an application and three letters of recommendation. A list of all 12
applicants is attached.
The City Council Economic Development/Redevelopment Subcommittee met on March 16,
2009, to review the applications and supporting letters of recommendation.
Attached is a slate of seven nominees recommended for appointment to serve on the Newhall
Redevelopment Committee. All nominees would be appointed to serve four year terms set to
expire in January 2013.

Larry Bird worked diligently for the revitalization of Old Town Newhall years
before the Michael Friedman plan, and continues through today. He led the
way as a founder of Old Town Newhall Association and has served the City of
Santa Clarita on the Newhall Redevelopment Committee since its inception.

Reasons for Wanting to Serve
My wife and I have lived in Santa Clarita since 1984. We have raised our two children here and
have always been proud to call Santa Clarita home. Our children are in college now, after
flourishing in the great school system Santa Clarita has provided. Now it's time to give back. I
feel a responsibility to contribute my talents and give back to this great city. Through my
extensive construction and real estate background, I know I have a great deal to contribute. The
city's redevelopment plan must begin with the brightest and the best and I know I can help this
along. Santa Clarita's willingness to take constant steps in the right direction, for a brighter
future has helped this community hold its value and makes it a desirable place to live.
Qualifications/Experience
I have 30+ years in construction, currently serving as VP of Operations for Dynalectric. I am
responsible for a $300 million dollar a year operation. I am responsible for the bottom line. I am
an extremely loyal individual, serving this company for 27 yrs. I currently sit on the AGC board
in Los Angeles. It is the largest General Contractor Association in the US. Locally, my wife and
I have owned numerous properties here in Santa Clarita as residence and rental properties and
currently own both residential and commercial property. I also currently hold a CA real estate
license. Therefore I feel that with both construction and real estate experience, I can offer my

Dear City Councilpersons,
I am writing in support of Mr. Phillip Ellis for a position on the Newhall
Redevelopment Committee. Mr. Ellis, like me, is one of the original appointees to
the committee when it was created. He has served with distinction and I am very
glad he has decided to seek another term.
He was originally appointed to fill a position as a representative from the education
sector of the community. I am not sure our most recent guidelines even have that
category. However Phil no longer needs a niche to fill because he has proven his
value and dedication with nearly thirteen years of service for the improvement of
Newhall.
There are several individuals on the Committee that were appointed during the first
years of the Committee and should remain on it if they seek re -appointment because
they are the foundation. Many people in Newhall know them and respect them and
they have credibility. Phil is one of those individuals. I hope you recognize and

Re: Support for the appointment of Phil Ellis to the Redevelopment Committee
Dear Council Members:
This letter serves as my personal endorsement of Phil Ellis as you consider him
for reappointment to the Redevelopment Committee. Mr. Ellis was a Governing
Board member in nsd from 1995-99. As a board member he always kept the
mission of the district foremost in his decision processes and was able to arrive at
difficult decisions after measured consideration. These are skills he will bring to
the redevelopment effort.
Phil has served on the Redevelopment Committee since its inception and has
twice served as chairperson. He is very familiar with the downtown Newhall area,
an area of great importance to the Newhall School District. As a current member
of the committee he is intimately familiar with the Newhall Specific Plan and the
concepts that will drive the improvement of downtown Newhall.

As the former Mayor of Duvall, I had the pleasure of appointing a very bright, energetic
woman to our Planning Commission when the City of Duvall was going through a
visioning process with an emphasis on historic Old Town in 2002-2006. Leslie Frazier
was somewhat new to our community, and I wondered if this person would understand
the emotion that went with people's sentiment towards Old Town. During the interview
process and after her appointment to Planning Commission, I began to really know and
admire Leslie. She was passionate about planning and building a community with citizen
involvement. Her level-headed thought process and her communication skills were much
appreciated when we had meetings of 50-100 people for the changes needed to update the
Comprehensive Plan, Sign Code Ordinances, Developmental Regulations, Park
Component, Land Use changes, and the Old Town Redevelopment and Main Street
Projects. Those were very busy years.
The City of Duvall is located five miles east of Redmond, WA; home of Microsoft. This
was a valley of dairy farmers along the Snoqualmie River: very picturesque and quaint.
Duvall's known for its artists and city events, which brings the tourism essential to the
Old Town economy. Median income is $86,000.
It took a person with exceptional people skills and vision to deal with developer interests,
the City's budget concerns, plus a diverse group of people during this time of transition. I
will always be grateful to Leslie for her support, ideas, people skills, and most
importantly, her true passion for her community. Leslie is one of those rare people that
see the big picture of what would be best for the community now and in the future.

Jeannie's experience includes working with multi-million dollar budgets for high profile Fortune 500

Developers Eorum Conference for the past several years (To name a few). This type of high profile
production cost accounting, project management, and budgeting experience would be extremely
valuable for the NRC in the upcoming crucial years of this project in today's uncertain economy. Her

Dennis has lived within the Santa Clarita Valley since 1989. He was a former GM and VP of
Santa Clarita Disposal until it was sold it in 1999 to Waste Management. He then remained in the
local waste business, building the Quality Paper recycling facility. Subsequently, Dennis

Reasons For Wanting To Serve:
I have been a resident of Santa Clarita since 1998. I am also a banker which works for a
local business bank which provides its services to the business -owners of Santa Clarita.
Over the years, I have witnessed substantial growth in the area and have been impressed
with the City's master plan — specifically business growth and job creation. I would like
to be a part of that as the City tackle's the Newhall redevelopment. I understand the
importance of revitalizing Newhall as it is the gateway to the Santa Clarita Valley. While
I have volunteered and have been a part of many economic development projects in the
San Fernando Valley, I want to start dedicating my time and resources to the area which I
call home and am raising a family.
Qualifications/Experience:
Having a finance and economic development background, my interest has been peaked as
I see an opportunity to bring these two disciplines to the table. Part of the success of the
committee will lie in the understanding of the available financing resources from an
economic development perspective. My experience in economic development lending has
thought me about Enterprise/Empowerment Zones and New Market Tax Credits which
are undeniably great tools for community redevelopment. Additionally my employer,
Mission Valley Bank, is the only Community Development Financial Institution (CDFI)
in the region. This designation allows us to attract capital for projects such as the
redevelopment efforts of a community. I have learned from several redevelopment
projects in the San Fernando Valley and now I am seeking to deploy that knowledge in
my hometown.

due diligence, restructuring, and raising capital. He has also performed significant work in the areas of business planning,
economic development and market research. Additionally, Mr. Victorio has enjoyed the experience of working with
companies in Latin America.
Currently, Mr. Victorio is responsible for the banks Specialized Lending Division. The division handles all loans that
require mitigation of credit risk by using government guaranteed products such as SBA, the California State Guarantee
Program, the USDA B&I Program, and CEDLI. The division is also establishing a wholesale lending operation to
enhance its current product mix. In three years, the division has generated over $50 million in loans to almost 150
businesses. It also achieved SBA Preferred Lender status within a year of starting SBA loan production. Recently, Mr.
Victorio acquired a portfolio of Accounts Receivable Financing loans to add to his portfolio and product services. Mr.
Victorio oversees a staff of seven and is part of the banks executive committee.
Prior to Mission Valley Bank, Mr. Victorio served in many roles within the commercial lending arena working for
commercial banks and non-profit lending institutions. Mr. Victorio successfully financed companies which ranged in size
from small businesses to middle -market companies. Responsibilities have included business development, loan
structuring, credit underwriting, and portfolio management. As Director of Lending for Valley Economic Development
Center, Inc. (VEDC), Mr. Victorio was responsible for the oversight of the organizations loan programs and in this
capacity reviewed over $40 million dollars in commercial lending transactions and assisted over 200 businesses.
Mr. Victorio gained his professional consulting experience by working as a senior consultant for
PricewaterhouseCoopers, LLP. At PwC, he participated in financial transactions in excess of $3 Billion. His primary
responsibility was to provide due diligence and financial analysis to both companies and investors within the
telecommunications industries. Mr. Victorio analyzed the financial condition of major corporations to determine whether
the financial consideration of both equity and debt investors was viable. Internationally, Mr. Victorio also consulted for
companies in Lima, Peru and Mexico City, Mexico.

small boys and a wife. Since 2004, Ms. Weier has owned Poka Dott Party Shoppe,
a favorite shopping stop for shoppers looking for elegant and exclusive party
d6cor. Ms. Weier has spoken at City Council Meetings and other venues about the
struggles of small businesses and the many obstacles and rewards of being a small
business owner in the Santa Clarifa Valley.
Ms. Weier moved Poka Dott Party Shopp to Old Town Newhall from its previous
location in Valencia, hopeful that the move to Main Street would be a success. The
economy and renovations with the streetscape have caused her to temporarily close
Poka Dott until possibly next year with the goal of owning her own building.
Ms. Weier was nominated for Outstanding New Entrepreneur by the EDC in San
Fernando Valley and completed her Entrepreneur Certification with SBDC.
Currently a resident of Newhall, Ms. Weler is hopeful she can provide a retailer's
perspective on the redevelopment of Old Town Newhall. I believe she would be an
excellent choice for the Newhall Redevelopment Committee.

My name is Helen Bougioukos and I would like to recommend Stephanie Weier for a
position on the Newhall Redevelopment Committee (NRC). Stephanie is currently a
resident in Newhall and has a vested interest in the development and progress in her
community in which she lives.
I have known Stephanie for the past 9 years. I was first neighbors with her. Then my
daughter started babysitting her 2 children. My daughter would always speak positively
of Stephanie and her husband Larry. I got to know her very well. One day I was in
between jobs and she asked me if I would like to work for her at her business. I went to
work for her in January of 2006. I thought she was one of the best employers that I had
ever had. She really cared for her employees and seemed to always have our best interest
at heart. In 2007 her business suffered because of a badly planned out reconstruction job
in the shopping center where her business was located. After the shopping center was
finished, she was forced to move because the landlords had no intention to renew her
lease. I stayed with her along with other employees through her move to a new location.
Stephanie never was able to catch up financially. We as employees stayed with
Stephanie through difficult times out of respect and loyalty to her. Even though times
were tough she still managed to stay focused on her business and did whatever it took to
keep her employees from losing their jobs. We as employees stayed with her until the
close of the business., Again, we stayed with her because of the sacrifice she was making
on trying to save our jobs.
The store ultimately closed and Stephanie and I decided to go into business together. I
could not ask for a better business partner. Stephanie is highly educated, intelligent and
articulate. She is an entrepreneur. She is currently running 3 businesses, as well as being
a mom to her 2 children and as a supportive wife to her husband. I am always amazed
how she can juggle all that she does. She seems to have endless energy.
I think Stephanie Weier would make an excellent member on the NRC. Again, she
would like to see Newhall move in a positive direction and wants to be involved in the
decision process. I would hope you would consider Stephanie as a member on the
Newhall Redevelopment Committee.
