HomeMy WebLinkAbout2009-07-14 - AGENDA REPORTS - NORTH VALENCIA NEWHALL SCAG (2)Agenda Item: q�Lck?6Rq CITY OF SANTA CLARITA JOINT CITY COUNCIL / REDEVELOPMENT AGENCY AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Paul Brotzman DATE: July 14, 2009 SUBJECT: AUTHORIZATION TO PARTNER WITH SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG), AS PART OF THE COMPASS BLUEPRINT DEMONSTRATION PROJECT PROGRAM FOR CONSULTANT SERVICES, PROVIDED BY SCAG, FOR THE NORTH NEWHALL AREA DEPARTMENT: Community Development RECOMMENDED ACTION City Council and Redevelopment Agency authorize City Manager and Agency Executive Director to partner with the Southern California Association of Governments (SCAG), as part of the Compass Blueprint Demonstration Project Program, to select consultants to prepare a land use plan and to provide other consultant services for the 118 acres of the North Newhall area not owned by Casden Properties, LLC. All associated consultant costs will be borne by SCAG. BACKGROUND SCA Gs Compass Blueprint Demonstration Project Program SCAG sponsors a planning program, called Compass Blueprint Demonstration Project, to municipalities throughout Southern California which offers a collection of innovative tools, software, and planning applications, free of charge. The Compass Blueprint Demonstration Project Program offers the opportunity for a planning effort in communities to be showcase Demonstration Projects—ones that exemplify the principles shared by the Compass Blueprint Program and a community's vision. Projects that feature creative and forward -thinking development solutions benefit, free of charge, from a customized program of consultant services, SCAG staff time, financial resources and technical assistance. Compass Blueprint's innovative tools and services allow cities and counties to, evaluate planning options and stimulate sustainable development opportunities. HI S iLI oq--// u Proposal for a Compass Blueprint Demonstration Project and Approval On May 15, 2009, City staff submitted a proposal to SCAG for a Compass Blueprint Demonstration Project for the 118 acres of the North Newhall area that is not owned by Casden Properties, LLC. SCAG received 27 applications from various cities throughout Southern California and granted awards to eight of the highest ranking proposals. On July 2, 2009, staff received notification from SCAG that the City of Santa Clarita's proposal was approved. The eight jurisdictions granted the award include the cities of Los Angeles, San Bernardino, Corona, Redlands, Fontana, Cathedral City and Santa Clarita and the community of Tarzana. SCAG informed -the City that they will be conducting interviews with various consultants and receive their scope of work in August 2009. Services provided by the chosen consultants will range in costs between $120,000 and $150,000, which would be paid for in full by SCAG. City staff will work with SCAG in the development of the overall scope of work and process to create the land plan. ALTERNATIVE ACTIONS Other action as directed by the Council. FISCAL IMPACT Authorization to partner with SCAG in the Compass Blueprint Demonstration Project Program will not create a negative fiscal impact to the City's General Fund. Consultant services to be provided by SCAG would be free of charge to the City. Estimated actual cost for requested services would range between $120,000 and $150,000. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, does resolve as follows: SECTION 1. The above recitals are all true and correct. SECTION 2. The City Council hereby authorizes the City Manager or designee to partner with SCAG as part of the Compass Blueprint Demonstration Project Program in the selection of a consultant to prepare a land use plan and to provide other consultant services for the North Newhall project area.
