City Council and the Redevelopment Agency authorize an increase of $1,225,000, plus a contingency in the amount of $184,000, to the existing LPA, Inc., contract for a total of $1,749,000 for architectural design and civil engineering services. 2. Award professional services contracts totaling $38,500 to the following: Allen E. Seward Engineering Geology, Inc., for geotechnical investigation services in the amount of $25,000, plus a contingency of $2,500, for a total of $27,500. Pinnacle Land Surveying Inc. for surveying services in the amount of $10,000, plus a contingency in the amount of $1,000, for a total of $11,000. 3. Authorize spending authority in the amount of $150,000 to Newhall County Water District for fire flow water line design. 4. Authorize an increased expenditure of $100,000 for staff management and oversight. 5. Appropriate funds in the amount of $1,697,500 from Redevelopment Agency Non -Housing fund balance to Expenditure Account F2007390-5161.001. 6. Authorize the City Manager or designee to modify the award in the event other issues of impossibility of performance arise, and execute all documents, subject to the City Attorney approval. ERMI BACKGROUND On June 24, 2008, the City Council awarded a design contract in the amount of $340,000 to LPA, Inc. (LPA), for the conceptual design of the proposed Old Town Newhall Library in accordance with the Downtown Newhall Specific Plan. The scope of services for the first phase included working with the City and the Los Angeles County library consultant to verify the building program, determining an overall conceptual plan for the site, including parking and open space, creating a schematic interior space plan, furniture and equipment lay outs, and a conceptual elevation study, which will determine the overall direction for the exterior aesthetic of the library and the library site. The conceptual phase is near completion. Staff is requesting an increase in spending authority to the contract with LPA in the amount of $1,409,000 to include design development, construction plans and specifications, and both on-site and off-site public improvements. The on-site improvements consist of the parking lot, landscaping, and utility services to the proposed library, including fire lines. The off-site improvements are street improvements, sanitary sewer lines, and signal modifications. In addition to the contract with LPA, staff reviewed the qualifications and proposals of three geotechnical firms to provide geotechnical investigation services for the proposed library. The three firms were R.T. Frankian and Associates of Burbank, Leighton Consulting, Inc., of Santa Clarita, and Allan E. Seward Engineering Geology, Inc., of Santa Clarita. Based on their qualifications and proposals submitted, staff recommends that the City Council award a contract to Allan E. Seward Engineering Geology, Inc. The contract amount for geotechnical investigation is $25,000, plus a contingency of $2,500, for a total of $27,500. Also, staff requests the City Council award a contract for professional services to Pinnacle Land Surveying Inc. for land surveying services. Pinnacle Land Surveying Inc. has provided the land surveying for this project and other City projects in this area of town. The contract amount for the land surveying services is $10,000, plus a contingency in the amount of $1,000, for a total amount of $11,000. The Newhall County Water District has notified the City that the District's existing water system cannot provide adequate fire flow to the proposed library site. In order to provide the fire flow required, the District will need to design a new 24 -inch water line to downtown Newhall. Staff requests a spending authority to pay the Newhall County Water District for the water line design cost, which is estimated at $150,000. Finally, an additional $100,000 is being requested for staff management and oversight of the services associated with the design phase. ALTERNATIVE ACTIONS Other action as determined by the City Council and/or Redevelopment Agency. FISCAL IMPACT Funds for preliminary design and demolition of existing structures are currently budgeted in Expenditure Account F2007390-5161.001. The additional request to appropriate Redevelopment Agency Non -Housing funds of $1,697,500 into this same account is anticipated to provide for all architectural design and administrative costs.
