SUBJECT: ACQUISITION OF 10 +/- ACRES OF REAL PROPERTY FOR
OPEN SPACE PRESERVATION, PLACERITA/QUIGLEY
CANYON AREA, ASSESSOR'S PARCEL 2834-023-014 AND
ACCESS EASEMENT, ASSESSOR'S PARCEL 2834-024-005

RECOMMENDED ACTION
1. City Council approve the purchase of 10 +/- acres of real property for open space preservation,
located in Placerita/Quigley Canyon, Assessor's Parcel 2834-023-014 and approve an access
easement on Assessor's Parcel 2834-024-005.
2. Appropriate $480,000 from Open Space Preservation District Fund Balance (Fund 358) to
Open Space Preservation District Expenditure Account 12592-5201.004. Appropriate $20,000
from Open Space Preservation District Balance (Fund 358) to Improvements Other than
Buildings Account 12592-5201.008.
3. Authorize the expenditure of $115,000 from Environmental Mitigation Land Acquisition
Account R0002303-5201.004.
4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
In August 2009, the City entered into negotiations to purchase approximately ten acres in
Placerita/Quigley Canyon, Assessor's Parcel 28434-023-014, and to obtain an access easement on
a portion of Assessor's Parcel 2834-024-005. The purchase of this property will enhance the
City's continuous efforts to preserve open space and improve connectivity with the existing 158

acres of City -owned open space. The subject parcel is considered an important component of the
proposed Placerita Trails System. The purchase price of the property is $575,000. This
acquisition is in compliance with Government Code Section 65402 regarding General Plan
consistency and mission of the Open Space Preservation District.
The total estimated costs associated with the purchase this property is $615,000, which includes
$20,000 in estimated costs for escrow, title, and due diligence activities including any consultant
and attorney fees, and $20,000 for open space start up costs including gates, fencing, and signs
as maybe required.
ALTERNATIVE ACTIONS
1. Direct staff to cease purchase of the property.
2. Other action as determined by the City Council.
FISCAL IMPACT
The total costs for this property acquisition is estimated at $615,000. Upon City Council
approval of the Recommended Action, funds will be available in Expenditure Accounts
R0002303-5201.004, 12592-5201-008, and 12592-5201.004 to complete the transaction.
